Eligibility Criteria for OSSC Junior Stenographer & Typist Roles Recruitment 2025

Candidates must meet the following general and specific criteria:

General Eligibility:

  • Must be a citizen of India.
  • Must be of good character.
  • Must possess sound health and be free from physical defects.
  • If married, must not have more than one spouse living.
  • Must be able to read, write, and speak Odia fluently and meet specific Odia language proficiency standards (passed Middle School Exam with Odia, HSC with Odia medium, Class VII final exam with Odia, or passed Odia test in M.E. School standard).

Educational Qualification & Age Limit (as on 01.01.2025):

  • Junior Stenographer (EIC, Water Resources):
    • Education: HSC or equivalent + ITI (Stenography) + Basic Computer Skill Certificate. Minimum shorthand speed 80 WPM (English & Odia).
    • Age: 21-32 years.
  • Junior Stenographer (Advocate General):
    • Education: Bachelor’s Degree (any discipline) + Minimum 80 WPM shorthand (English & Odia) + Computer Application knowledge.
    • Age: 21-32 years.
  • Junior Stenographer (Treasuries & Inspection):
    • Education: +2 (Arts/Science/Commerce) or equivalent + Minimum 80 WPM shorthand (English & Odia) + Computer Application knowledge.
    • Age: 18-32 years.
  • Junior Grade Typist (Prisons & Correctional Services):
    • Education: HSC or equivalent + Basic Computer Skill Certificate. Typing course certificate required.
    • Age: 18-32 years.
  • Typist-cum-Scribe Assistant (Law Dept.):
    • Education: +2 (any discipline) or equivalent + Typing knowledge (English 40 WPM, Odia 20 WPM) + Basic Computer Application knowledge. Typing course certificate required.

Age Relaxation:

  • 5 years for SEBC, SC, ST, and all Women candidates.
  • 10 years for PwD candidates.

Selected candidates will be appointed on a regular basis and receive salaries as per the 7th Pay Commission recommendations:

Selection Process

The selection process involves multiple stages:

  1. Stage-I: Preliminary Examination (150 Marks): Objective type (MCQ) test. This stage might be waived if the number of applicants is not high. Negative marking (@0.25 for 4 options) applies.
  2. Stage-II: Main Written Examination (100 Marks): Language Paper. Both Prelims and Mains (except language paper) will be bilingual (Odia & English).
  3. Stage-III: Skill Tests (Qualifying Nature):
    • Computer Skill Test (CST): 50 Marks (For all posts).
    • Stenography Test: 50 Marks (For Junior Stenographer posts only).
    • Typing Test: 50 Marks (For Junior Grade Typist & Typist-cum-Scribe Assistant posts).
  4. Stage-IV: Certificate Verification: Candidates shortlisted (approx. 2 times the vacancies) based on performance in Mains and applicable Skill Tests will be called for document verification.

The final merit list will be prepared based on marks in the Main Written Exam and relevant Skill Tests (Stenography or Typing).
