BPSC MDO Recruitment 2025: Eligibility Criteria
Candidates must fulfill the following educational qualifications and age limit criteria to be eligible for the BPSC Mineral Development Officer Recruitment 2025.
Educational Qualification
- Candidates must possess a 2nd Class M.Sc. degree in Geology or Applied Geology.
- OR an M.Tech. in Geology.
- OR a Degree in Mining Engineering from a recognized university/educational institution.
- Important Note on CGPA/Grades: If candidates have CGPA or grade scores, they must convert them into percentages according to the rules prescribed by their board/university for the session in which they graduated/post-graduated. A certificate of the conversion formula must be attached. In the absence of such rules from the board/university, the AICTE formula for CGPA/grade to percentage conversion will be applicable.
- Language Proficiency: Knowledge of Hindi is mandatory.

Age Relaxation
- Bihar Government Employees: Regular government employees of Bihar are eligible for a relaxation of 05 years in the upper age limit, provided they have not availed more than 05 opportunities to appear in competitive examinations during this relaxation period. A certificate from the competent authority is required.
- Persons with Disabilities (PwD): A maximum age relaxation of 10 years is permissible for PwD candidates. A valid disability certificate from the competent authority is required and must be valid until the last date of application.
- Ex-Servicemen: Age relaxation of 03 years plus the number of years spent in defense service will be provided, provided their actual age on the application date does not exceed 57 years. A relevant certificate is mandatory.

Interview

Final Merit List

How to Apply for BPSC Mineral Development Officer Recruitment 2025
Candidates must apply online through the official BPSC portal. No other mode of application will be accepted. Follow these steps carefully:
A. One Time Registration (OTR)
- It is mandatory to complete One Time Registration (OTR) on the BPSC online application portal.
- Click on the “New user Registration” button to start the OTR process.
- This OTR will be valid for all future advertisements by BPSC. OTR itself is not an application for any exam; it’s for collecting applicant information and providing a dashboard.
- A valid active email ID and mobile number are essential for OTR. Check your email inbox or spam folder for OTP.
- The password created during OTR will be used for applying to any BPSC exam.
- Multiple OTR registrations are not allowed and may lead to application rejection/cancellation.
- Candidates who have previously registered on the old portal must complete the OTR process afresh on the new portal.
- Login to the dashboard using your mobile no./email ID and the password created at: BPSC online application portal.
- Crucial Note for OTR: No changes or corrections will be allowed in the applicant’s name, father’s name, mother’s name, gender, Aadhaar number, and date of birth once entered during OTR.
B. Instructions for Digilocker Account
- After completing OTR, the Digilocker Meri Pehchan Portal will open.
- If you have a Digilocker account, sign in and provide consent to OAMS (Online Application Management System).
- If you don’t have a Digilocker account, you can create one by clicking “New Sign up” and then provide consent to OAMS.
- If you have already uploaded documents to Digilocker and given access to OAMS, you can directly link those documents.
- If you do not wish to proceed via Digilocker, click the browser’s back button (←). The Online Application Portal will open. Log in with your credentials to proceed.
- Applicants will need to upload necessary documents, which can be done via their Digilocker account.
C. Instructions for Profile Creation
Profile creation involves six steps:
- Step 1: Personal Information: Enter mandatory details like caste, category (UR, EWS, BC, EBC, SC, ST), disability details, sports achievements, ex-serviceman status, NCC cadet, government employee details. Click “Save”.
- Step 2: Address Information: Fill in your permanent address (address, state, district, PIN code). Then, provide your correspondence address. If both are the same, click “Same as Above”. Click “Save”.
- Step 3: Other Information: Provide details of any ongoing criminal proceedings or convictions, if applicable. Click “Save”.
- Step 4: Qualification Information: Enter details of your educational qualifications (starting from at least 10th and 12th). This includes qualification type (select from drop-down), name of qualification, subject, state, board/university, status (Completed/Appearing), date of passing, attempts, marks obtained, total marks, percentage (as per university), duration in months, class/division, mode (Distance/Regular), compulsory subjects, optional subjects, seat/roll number, and year of passing. After filling details for one qualification, click “Add” and then “Save”.
- Step 5: Experience Information: If you have relevant work experience, click “Yes”, otherwise “No”. If “Yes”, provide details of your work experience (current/previous), type of employment, department, name of institution (if under Bihar Govt.), designation, grade pay, basic salary, and date from which employed. After filling details for one experience, click “Add” and then “Save”.
- Step 6: Upload Photo/Signature and Profile Lock: You will need a webcam to capture your live photo. Then, upload scanned images of your signature in English and Hindi. The signature image size should not exceed 20KB, width should be between 150-220 pixels, and height between 250-320 pixels. Click “Save”. Finally, click the checkbox to confirm all information is correct and then click “Submit and Lock Profile”.
- Note: After locking the profile, the list of Active Advertisements will appear under the “New Advertisement Tab”. Once you apply for an advertisement after locking the profile, no changes/corrections in any entry will be possible for that specific advertisement.
D. Instructions for New Application
- After profile creation, go to the “New Application Tab” to see all ongoing/active advertisements. Click “View Button” for the relevant advertisement, then “Check Advertisement Criteria”, and proceed. Click “Submit & Pay Fees” to complete the payment.
- After completing the application form and payment, go to the “My Account Tab”. You will see the advertisements you have applied for. Options like “Application Form Print”, “Cancel Application”, “Pay Now” (if payment is pending), and “Payment History” will be available in the Action Column.
- If there is any error in the application form, candidates must cancel their application and fill a new one. No payment will be refunded after cancelling the application.
- Ensure all details (name, DOB, category, fee, etc.) are correct before paying the fee.
- Keep your registered E-mail ID and Mobile Number safe and active until the final result publication. Use your own mobile number and email ID.
- The BPSC is not responsible for internet or banking disruptions. Apply well before the last date.
- Upload a clear (good quality) live photograph taken via webcam.
- Upload clear scanned images of your Hindi and English signatures.
- Keep at least 4 copies of the uploaded photograph for future requirements.
E. My Account Tab
- Change password if needed using the option in “My Account Tab”.
- If you don’t pay the fee immediately, you can pay it by the last date via the “My Account Tab”.
- No changes in the profile will be valid after downloading the hard copy of the online application.
- The BPSC is not responsible for unsuccessful payments/transaction failures. No extra time will be given for corrections.
- Ensure that the downloaded hard copy of the application has the Application Number, Application ID, and Bar Code on each page. If any of these are missing, the application will be considered incomplete and unacceptable.
- Download and securely keep a hard copy of the finally submitted online application from the “My Account Tab” along with all advertised certificates.
Grievance
- If you have any complaints regarding OTR or Application Form filling, you can provide details in the “Grievance Tab”.
Important Final Steps
- After submitting the final online application, immediately click on the “My Account Tab”. Under “Action”, click “View Option” and then “Application Print” to download and print two copies of the filled application.
- Securely keep copies of all certificates/documents related to the advertisement. These must be presented in original when requested by the BPSC.
- While filling the online application, enter the certificate issuance date and number for each attached certificate in the provided list.
Hard copies of the application form or any supplementary documents are not to be sent to the BPSC office unless specifically asked for.

Candidates are required to pay the application fee online as per their category:

- In addition to the examination fee, candidates will also have to pay charges as determined by various banks, which will be automatically deducted by the bank as bank charges during online payment.
- Candidates availing concessional examination fees (reserved categories, women) who fail to produce necessary certificates (reservation, disability, Bihar permanent residence) may have their candidature cancelled. Such candidates may choose to pay the fee applicable to general candidates to ensure their candidature.
Documents to be Presented at the Time of Verification/Interview
Candidates will be required to produce the original copies of the following documents for verification:
- Matriculation Certificate (for proof of date of birth).
- Certificates as per educational qualification mentioned in Para-3 of the advertisement.
- Mark sheets as per educational qualification mentioned in Para-3.
- Formula for conversion of CGPA/Grade to percentage from the Board/University of the year/session of graduation/post-graduation.
- NCL certificate for BC/EBC candidates (for women, issued in father’s name and address).
- Caste and Permanent Residence Certificate for SC/ST candidates (for women, issued in father’s name and address).
- Permanent Residence Certificate (issued in father’s name and address) for unreserved women candidates of Bihar claiming fee concession.
- EWS certificate for EWS category claimants.
- Valid disability certificate for PwD candidates.
- Certificate for PwD candidates claiming scribe/other facilities as per GAD Bihar notifications.
- Certificate for Bihar Government employees claiming age relaxation.
- Certificate for Ex-servicemen claiming age relaxation.
- Certificate for claimants of reservation as grandson/granddaughter/maternal grandson/maternal granddaughter of Freedom Fighters.
- No Objection Certificate (NOC) from the competent authority if employed with Central Govt., Bihar Govt., or any other State Govt.
- Photo ID proof as claimed in the application.
- Four recent passport-size photographs.
- Copy of the filled and downloaded application form for the written exam. All original documents must be presented at the time of document verification. If incomplete/erroneous documents are presented, a final opportunity (max one week) may be given for correction, allowing conditional participation in the interview.
