Eligibility Criteria

Candidates must meet the following eligibility criteria to apply:

  • Nationality & Residency:
    • Must be an Indian Citizen as defined in Articles 5 to 8 of the Constitution of India.
    • Must be a permanent resident of Assam. Proof of residency requires uploading either a valid Permanent Resident Certificate issued in Assam for educational purposes or an Employment Exchange Registration Certificate.
  • Educational Qualification:
    • A Bachelor’s Degree (B.E/B.Tech) in Civil Engineering from an Indian or Foreign University recognized by the Government.
    • OR Passed Parts A & B of the Associate Membership of Institution of Engineers (AMIE – India) examination in Civil Engineering, provided enrollment occurred on or before 31-05-2013.
    • The Bachelor’s Degree in Civil Engineering must be obtained through a regular (full-time) course. Degrees obtained via distance mode are not accepted.
  • Age Limit (as on 01-01-2025):
    • Minimum Age: 21 years.
    • Maximum Age: 38 years.
  • Age Relaxation:
    • SC/ST: 5 years (up to 43 years).
    • OBC/MOBC: 3 years (up to 41 years).
    • Ex-Servicemen: Maximum age 50 years (Unreserved), relaxable by 3 years for OBC/MOBC and 5 years for SC/ST.
    • Persons with Benchmark Disability (PwBD): 10 years, irrespective of category.
    • Age proof requires Class-X/Class-XII Admit Card/Pass Certificate/Marksheet clearly showing the Date of Birth.
  • Small Family Norms: Candidates must submit a declaration as per “The Small Family Norms” in Form-A.

Salary & Benefits

Selected candidates will be placed in Pay Band – 4 with the following pay structure plus other allowances admissible under the Assam State Government rules:

  • Pay Scale: ₹ 30,000/- to ₹ 1,10,000/- 
  • Grade Pay: ₹ 12,700/- 

Selection Process

The exact selection procedure will be notified later by the APSC through a corrigendum or addendum if required. The Commission reserves the right to decide the selection methodology based on the number of applications received, which may include:

  1. Screening Examination/Written Test
  2. Personal Interview / Viva-Voce
  3. Document Verification 

The Commission may also decide to conduct the examination/test zone-wise.

How to Apply

Candidates must apply online through the APSC recruitment website. No other mode of application is accepted.

Steps to Apply Online:

  1. Registration: If not already registered, visit the APSC recruitment website and click ‘Register Here’ to complete the One Time Registration (OTR) process with basic details. Use a valid and active email address.
  2. Login: Log in using the credentials created during registration.
  3. Profile Update: Complete your OTR profile by providing Personal Information, Educational Qualification, Work Experience, uploading a recent Photo (50-200 KB), Signature (50-200 KB), and other necessary documents. Ensure all certificates (Age, Caste, Educational Qualification) are uploaded in the OTR profile.
  4. Apply: Go to Applicant Section => Apply Section.
  5. Read Instructions: Carefully read the eligibility criteria and instructions before applying.
  6. Fill Application Form: Fill in all mandatory details (marked with *). Upload scanned documents (like educational certificates, experience, DOB proof) in PDF format (max 2 MB, legible, 200 dpi grey scale recommended).
  7. Preview: Use the ‘Preview’ button to check all entered details and uploaded documents for legibility before final submission. Ensure all information is correct as editing is not allowed after final submission.
  8. Submit: Click ‘Submit’ for final submission.
  9. Fee Payment: Proceed to pay the application fee plus processing fee online. Applications without the fee will be rejected.
  10. Confirmation: On successful completion, an auto-generated email confirmation will be sent.
  11. Print Application: Take a printout of the finally submitted online application form for future reference.
