The Council of Scientific and Industrial Research – National Aerospace Laboratories (CSIR-NAL), Bengaluru, has announced its recruitment drive for the year 2025 (Advt. No. 03/2025). They are inviting online applications from eligible Indian citizens for the positions of Junior Secretariat Assistant (JSA) in General, Finance & Accounts (F&A), and Stores & Purchase (S&P) departments, as well as Junior Stenographer (JST). Eligibility Criteria for JSA & JST Posts

Candidates must meet the following criteria as of the application closing date (May 20, 2025):

Educational Qualification

  • Junior Secretariat Assistant (Gen/S&P/F&A): 10+2/XII standard pass or its equivalent. Proficiency in computer typing speed and in using computers as per norms prescribed by DoPT from time to time.
  • Junior Stenographer: 10+2/XII standard pass or its equivalent. Proficiency in Stenography as per norms prescribed by DoPT from time to time.

Desirable Qualification

  • For JSA Posts: Knowledge of computers, preferably MS Office (Word, Excel, PowerPoint) after fulfilling essential qualifications.

Age Limit

  • Junior Secretariat Assistant (Gen/S&P/F&A): Not exceeding 28 years as of 20/05/2025.
  • Junior Stenographer: Not exceeding 27 years as of 20/05/2025.
  • Age Relaxation: Applicable as per Government of India/CSIR rules for reserved categories (SC/ST: 5 years, OBC-NCL: 3 years, PwBD: 10 years (UR), 13 years (OBC-NCL), 15 years (SC/ST), ESM: 3 years after deduction of military service) and other specific categories like Widows/Divorced Women. No age limit for CSIR Departmental Candidates. Age relaxation is only applicable if posts are reserved for the specific category, except for PwBD. SC/ST/OBC candidates applying for UR posts are not eligible for age relaxation.

Salary and Benefits for Junior Secretariat Assistant & Junior Stenographer Posts Notified by CSIR NAL

Selected candidates will receive competitive salaries and benefits as per the 7th CPC Pay Matrix:

  • Junior Secretariat Assistant (Gen/S&P/F&A):
    • Pay Level: Level 2
    • Pay Scale: ₹19,900 – ₹63,200
    • Approximate Total Emoluments: ₹39,000/- per month (inclusive of DA, HRA, TA etc. in Bengaluru).
  • Junior Stenographer:
    • Pay Level: Level 4
    • Pay Scale: ₹25,500 – ₹81,100
    • Approximate Total Emoluments: ₹49,000/- per month (inclusive of DA, HRA, TA etc. in Bengaluru).

  • Usual allowances like Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA) as applicable to Central Government employees posted in Bengaluru.
  • Eligibility for Council accommodation (subject to availability; HRA not applicable if accommodated).

Selection Process of Junior Secretariat Assistant & Junior Stenographer Posts Notified by CSIR NAL

The selection process for JSA and JST posts involves multiple stages:

  1. Shortlisting: Based on applications received. If the number of applications is large, CSIR-NAL may shortlist candidates based on higher qualifications or academic marks. Mere possession of minimum qualifications does not guarantee a call for the test.
  2. Proficiency Test:
    • For JSA: Proficiency test in computer typing.
    • For JST: Proficiency test in Stenography.
    • The medium (English/Hindi) must be chosen in the online application and cannot be changed later.
  3. Written Examination: For both JSA and JST posts. The scheme and mode of examination are detailed in Annexures A & B of the official notification.
  4. Document Verification: Verification of original documents for provisionally selected candidates.

Note: The sequence of tests (Proficiency Test / Written Test) will be notified separately. All tests are expected to be conducted in Bengaluru, though the center can be changed by the competent authority.
