HPSC Scientist B Eligibility Criteria 2025

Candidates must ensure they fulfill all eligibility criteria regarding educational qualifications and age limits as of the closing date for online application submission (June 16, 2025). 

Educational Qualifications:

  • M.Sc. in the first division in Chemistry / Biotechnology / Micro-biology / Bio-Chemistry / Environmental Science (with a Bachelor’s Degree in Science). 
  • Hindi or Sanskrit as one of the subjects in Matriculation or Higher Education. 
  • Candidates should ensure they possess the qualifications mentioned in the advertisement, and no claims of equivalent qualifications will be considered. 

Age Limit:

  • Candidates should be between 18 years and 42 years of age on or before the first day of the month preceding the last date of application submission (i.e., as of May 1, 2025, considering the closing date is June 16, 2025). 
  • The upper age limit for any category (except Ex-servicemen) shall not exceed 52 years after availing any entitled age relaxation. 
  • Proof of age will be accepted only through a Matriculation certificate or an equivalent academic certificate. 

Age Relaxation:

Relaxation in the maximum age is available for various categories as per Haryana Government norms:

  • Scheduled Castes of Haryana: 5 years. 
  • Backward Classes (A & B) of Haryana: 5 years. [cite: 97]
  • Disabled persons covered under the Rights of Persons with Disabilities Act, 2016: 5 years relaxation in age (+5 years if PwD applicant belongs to SC/ST, BC, EWS category), subject to a maximum of 52 years for Group A & B posts.   • Persons working on ad hoc/contract/work-charged/daily wages basis in any Haryana Government Department/Board/Corporation (including Government-aided Institutions): Relaxation equal to the number of completed years of service on an equivalent post, excluding breaks, subject to a maximum age of 52 years. This benefit is not available if an individual has already been appointed on a regular basis with age relaxation. 

Important Note on Reservation & Age Relaxation:

The benefit of reservation and age relaxation for categories like DSC/OSC/BCA/BCB/EWS/ESM is admissible only to Haryana domiciles and where posts are reserved for these categories.

Selection Process for HPSC Scientist B

The selection process for the HPSC Scientist B recruitment may involve the following stages:

  1. Shortlisting: If a large number of applications are received, the Commission may adopt shortlisting criteria. This can be based on:
    • Percentage of marks in the minimum educational qualification. 
    • Percentage of marks in different educational qualifications with decided weightage. 
    • Desirable qualifications. 
    • Higher educational qualifications than the minimum prescribed. 
    • Higher experience in the relevant field.

    • No requests for re-checking or re-evaluation of answer sheets (for Subject Knowledge Test) or OMR sheets will be entertained. 
  3. Interview: Candidates shortlisted based on the above criteria will be called for an interview. Mere possession of minimum qualifications does not guarantee an interview call. 
  4. Document Verification: The eligibility of a candidate with reference to the submitted documents is typically assessed after the candidate qualifies for the interview. However, the Commission can check eligibility at an earlier stage if deemed fit. All certificates supporting age, education, category, etc., must be possessed by the candidates on or before the closing date (June 16, 2025). No documents issued after the closing date will be accepted.

Candidates must apply online through the official HPSC website. No other mode of application submission will be accepted. 

Step-by-Step Guide to Apply:

  1. Registration:
    • Visit the HPSC official website.
    • Candidates must compulsorily register online. 
    • Registration can be done using Mobile No., Aadhar No., or Parivar Pehchan Patra (PPP) No. If Aadhar or PPP data is not updated, apply using Mobile No. 
    • A login ID will be created after registration. 
  2. Filling the Application Form:
    • Log in using the created ID and apply against Advertisement No. 04/2025. 
    • If applying via PPP No. or Aadhar No., data will be auto-fetched and cannot be edited. Ensure this data is updated. 
    • Carefully enter all particulars like Name, Father’s/Mother’s name, Date of Birth, Category, Qualification, marks, etc. No changes are allowed after final submission. 
  3. Payment of Fee:
    • After filling the form, submit it by making the requisite fee payment online (Net Banking, Debit Card, Credit Card). 
  4. Uploading Documents:
    • Candidates must take a printout of their application form after payment, check it, sign it, and then upload this signed copy. 
    • Failure to upload the signed copy of the downloaded application form will lead to automatic rejection of the application.

    • Candidates should take a printout of the final application form for their records and must bring the hard copy along with all uploaded documents when called by the Commission. 

Important Notes for Application:

  • If a candidate feels they have filled the form erroneously, they should fill a fresh online application with a fresh fee before the closing date. 
  • If multiple applications are submitted, only the one with the Highest/Latest Application Number will be entertained by the Commission. Fee paid against one application number will not be adjusted. 
  • Only documents uploaded with the application form will be considered for eligibility assessment. No documents submitted after the closing date will be considered.

Fee Notes:

  • Fees will not be refunded if candidates do not appear in the recruitment test.

Important Instructions and Guidelines

  • Certificates:
    • Women candidates seeking reservation under OSC/DSC/BCA/BCB/PwBD/EWS categories must submit Caste Certificates issued from the Parental Side (Father’s side) only. 
    • BC-A/BC-B candidates of Haryana must attach the latest certificate as per Govt. notification No. 40/13/2024-1SW dated 16.07.2024, valid for 2025-26 (issued from April 2025 to March 2026). These certificates should be based on the income of FY 2024-25 (01.04.2024 to 31.03.2025) and issued after 01.04.2025. 
    • EWS candidates must submit a certificate valid for 2025-2026 as per Haryana Govt. Instructions dated 25.02.2019. This should also be based on income for FY 2024-25 and issued after 01.04.2025. 
    • OBC certificates will not be considered; candidates must submit BC-A/BC-B certificates. 
  • No Objection Certificate (NOC):
    • Haryana Government employees who have not executed any bond may apply without NOC but need to submit a self-declaration about not facing disciplinary proceedings. 
    • Employees who have executed a bond (e.g., Doctors) require NOC from the HOD, to be submitted on or before the interview. 
    • Candidates joining government/quasi-government organizations after application submission (and have executed a bond) must produce an NOC by the interview date. 
    • Private sector employees do not need an NOC. 
  • Scribe/Extra Time for PwBD Candidates:
    • Extra time @ 20 minutes per hour for PwBD (Blindness, Low vision, or Locomotor Disability affecting writing) on production of a Medical Certificate. 
    • PwBD (Blindness, Low vision) candidates needing a scribe must apply to the Commission at least 10 days before the exam. The scribe should be a student up to 10+2, verified by their Principal. 
  • Prohibited Items: Mobile phones (even switched off), pagers, electronic equipment, programmable devices, storage media, smartwatches, cameras, Bluetooth devices are strictly prohibited in the examination hall. 
  • General Conduct: Candidates should ensure identical signatures in all documents. Misconduct, impersonation, submitting fabricated documents, or using unfair means will lead to disqualification and potential debarment/criminal prosecution. The provisions of the Haryana Public Examination (Prevention of Unfair Means) Act, 2021, will also apply.
