Introduction to RRC Northern Railway Scouts & Guides Recruitment 2025

The Railway Recruitment Cell, Northern Railway (RRC NR) has announced its much-anticipated Employment Notice No. RRC/NR 02/2025/S&G for recruitment against the Scouts & Guides Quota for the year 2025-26. This recruitment drive aims to fill vacancies at Level 1 and Level 2 of the Pay Matrix 7th CPC. Eligible Indian citizens with a passion for serving the nation through the Indian Railways and a strong background in Scouts & Guides activities are invited to apply online. A total of 23 vacancies are available. The online application process commences on 22.05.2025 and concludes on 22.06.2025

The vacancies are distributed across two pay levels as follows:

Candidates can apply for both Level 1 and Level 2 categories if they fulfill the eligibility conditions for each. However, separate application forms and examination fees are required for each application. Separate examinations will be conducted for both categories, likely on the same day in two shifts. 

Eligibility Criteria for RRC NR Scouts & Guides Recruitment 2025

Applicants must carefully review the educational qualifications, scouting/guiding achievements, and age limits before applying.

Essential Educational Qualification

For Level 2 (Group ‘C’) Posts:

  • Passed 10+02 (+2 stage) or its equivalent examination with not less than 50% marks in the aggregate from a recognized Board.
    • The 50% marks requirement is not applicable for SC/ST/Ex-SM candidates and for candidates possessing higher qualifications such as Graduation/Post Graduation. 
  • For Technical Posts (within Level 2): Matriculation/SSLC plus ITI from recognized institutions of NCVT/SCVT (OR) Matriculation/SSLC plus Course Completed Act Apprenticeship. 

For Level 1 (Erstwhile Group ‘D’) Posts:

  • For Civil Engineering, Mechanical, Electrical & S&T Departments: 10th passed + National Apprenticeship Certificate (NAC) granted by NCVT OR 10th pass + ITI. 
  • For Other Departments: 10th Pass or ITI or equivalent or National Apprenticeship Certificate (NAC) granted by NCVT. 

Note: No relaxation in Educational qualification is permissible. 

Scouts and Guides Qualification (for both Level 1 & Level 2)

Candidates must possess the following Scouts and Guides qualifications:

  • A President Scout/Guide/Rover/Ranger OR Himalaya Wood Badge (HWB) holder in any section. Scanned self-attested copies of the certificate and parchment are to be uploaded. 
  • Should have been an active member of a Scouts organization for the last 5 years. The Certificate of Activeness should be as per Annexure-I and must not be issued before the date of notification (21.05.2025). 
  • Should have attended two events at National Level OR All Indian Railway’s level AND Two Events at State level. 

Important Note: Mere participation in a Scout/Guide/Rover/Ranger/HWB/Event/Rally etc., does not make a candidate eligible unless he/she holds the Certificate/Parchment issued by a competent authority under the rules. 

Age Limit (as on 01/07/2025) 

The lower and upper age limits will be reckoned on 01/07/2025. A 10th/Matriculation Certificate or equivalent mentioning the date of birth is mandatory. 

For Level 2 (Group ‘C’) – Age Group 18 to 30 years (for UR):

  • UR: Born between 02-07-1995 and 01-07-2007 (inclusive). Upper DOB: 01-07-1995. 
  • OBC (Non-Creamy Layer): Born between 02-07-1992 and 01-07-2007 (inclusive). Upper DOB: 01-07-1992. (3 years relaxation) 
  • SC/ST: Born between 02-07-1990 and 01-07-2007 (inclusive). Upper DOB: 01-07-1990. (5 years relaxation) 

For Level 1 (Erstwhile Group ‘D’) – Age Group 18 to 33 years (for UR):

  • UR: Born between 02-07-1992 and 01-07-2007 (inclusive). Upper DOB: 01-07-1992. 
  • OBC (Non-Creamy Layer): Born between 02-07-1989 and 01-07-2007 (inclusive). Upper DOB: 01-07-1989. (3 years relaxation) 
  • SC/ST: Born between 02-07-1987 and 01-07-2007 (inclusive). Upper DOB: 01-07-1987. (5 years relaxation) 

Extent of Age Relaxation (Upper Age Limit): 

Apart from the standard SC/ST (5 years) and OBC-NCL (3 years) relaxations, other categories are eligible for age relaxation as per government norms:

  • Ex-Servicemen (UR): Up to the extent of service rendered in Defence plus 3 years. 
  • Persons With Disabilities (PWD) UR: 10 years. 
  • PWD OBC-Non Creamy Layer: 13 years. 
  • PWD SC/ST: 15 years. 
  • Candidates domiciled in Jammu & Kashmir (01.01.1980 to 31.12.1989): 5 years. 
  • Serving Group ‘C’ and Erstwhile Group ‘D’ Railway Staff, Casual Labour, and Substitutes (minimum 3 years service): UR – 40 years, OBC-NCL – 43 years, SC/ST – 45 years of age. 
  • Candidates in Quasi-Administrative offices of Railway (Canteens, Co-op Societies, Institutes): Up to the length of service rendered or 5 years, whichever is lower. 
  • Widowed, divorced, or judicially separated women (not remarried): UR – 35 years, OBC-NCL – 38 years, SC/ST – 40 years of age. 
  • Course Completed Act Apprentices (for posts with ITI/Course Completed Act Apprenticeship as minimum qualification): Relaxed to the extent of apprentice training. 
  • Candidates who commenced Act Apprenticeship before 25 years of age: UR – 35 years, OBC-NCL – 38 years, SC/ST – 40 years of age. 

Candidates belonging to SC/ST/OBC categories applying against this notification will be extended relaxation in age limit as admissible in general open market recruitment. If selected with any relaxation, they will be taken against reserved roster points.

Salary & Benefits in Northern Railway

Selected candidates will be appointed to posts in:

  • Level 2 of Pay Matrix 7th CPC (for Group ‘C’ posts) 
  • Level 1 of Pay Matrix 7th CPC (for erstwhile Group ‘D’ posts) All recruitments against Open Advertisement quota will be at the minimum of the scale of pay in the Pay Matrix. Specific allowances and perks will be as per Railway rules.

Selection Process for RRC NR Scouts & Guides Quota

The selection process is comprehensive and aims to assess both theoretical knowledge and practical scouting/guiding experience. The candidature is provisional at all stages. 

  1. Scrutiny of Online Applications: Applications will be screened for eligibility. 
  2. Written Examination:
    • Eligible candidates will be called for a written examination. 
    • Duration: 60 Minutes. 
    • Pattern:
      • 40 objective type questions (40 marks). 
      • 1 essay type question (20 marks). 
    • Syllabus: Questions relating to Scouts & Guides organization and its activities, and General Knowledge for both Level-2 & Level-1. The detailed syllabus will be as per Annexure-II (available on the RRC website). 
    • Total Marks for Written Test: 60 Marks. 
    • Medium of Examination: Hindi or English. 
    • Negative Marking: Yes, 1/3rd of the marks allotted for each objective question will be deducted for every wrong answer. 
    • Examination Venue: The Written Examination shall be held in Delhi only. 
  3. Marks on Certificates:
    • Candidates will be assessed based on their certificates, carrying a total of 40 Marks
    • Breakdown of Marks for Certificates:
      • Participation/Service rendered in National Events/National Jamboree (including All Indian Railway Events): Maximum 10 Marks 
        • First Two certificates (minimum eligibility qualification): NIL marks 
        • One additional event: 07 Marks 
        • Two or more additional events: 10 Marks 
      • Participation/Service rendered in State Events/Rallies: Maximum 10 Marks 
        • First Two certificates (minimum eligibility qualification): NIL marks 
        • One additional event: 07 Marks 
        • Two or more additional events: 10 Marks 
      • Specialized Scouts/Guides course organized at National/State/All Indian Railways level:Maximum 10 Marks 
        • One course: 07 Marks 
        • Two or more courses: 10 Marks 
      • Participation in District Rallies: Maximum 10 Marks 
        • One certificate: NIL marks 
        • Two certificates: 07 Marks 
        • Three certificates: 10 Marks 
  4. Document Verification (DV):
    • Candidates who qualify in the written test will undergo Document Verification. 
    • DV shall also be held in Delhi only. 
    • Candidates must bring all original documents uploaded with the online application, along with one set of self-attested photocopies (DOB proof, educational, S&G qualifications, caste certificate, etc.) on the day of DV. Certificates in languages other than English or Hindi should be accompanied by a self-attested translation. 
  5. Panel Formation:
    • A panel will be formed based on the merit position of successful candidates in both the written examination and marks on certificates (total 100 marks). 
  6. Medical Examination:
    • Candidates recommended for appointment will have to pass the requisite medical fitness standards prescribed for the post identified by the Northern Railway Administration. 

Shortlisted eligible candidates may be required to stay for more than one day at the examination and document verification venue, for which they have to make their own arrangements.

Applications must be submitted ONLINE through the official RRC Northern Railway website.

Step-by-Step Application Guide:

  1. Visit the Official Website: Go to www.rrcnr.org.
  2. Read the Notification: Before applying, carefully read the detailed “Employment Notice No. RRC/NR 02/2025/S&G”. 
  3. Online Registration:
    • Click on the “APPLY ONLINE” link for the Scouts & Guides Quota Recruitment. 
    • A login box will appear. New users must click on “New Registrations.” Already registered candidates can log in directly. 
  4. Fill the Application Form: The online application consists of multiple parts (Part I: Registration, Part II: Application Form, Part III: Payment, Part IV: Uploading Documents). 
    • Provide accurate personal details, educational qualifications, scouting/guiding achievements, and other necessary information.
  5. Upload Documents: Applicants must upload scanned copies of the following documents/certificates: 
    • Proof of date of birth (10th or Matric pass certificate). 
    • Proof of minimum essential educational & scouting qualification prescribed for the post. 
    • Caste Certificate (SC/ST/OBC-NCL) in the prescribed format, if applicable. 
    • Income certificate for Economically Backward Classes, if claiming fee concession, as per Annexure-‘E’. 
    • Certificate for Minorities, PWD, etc., if applicable, in the prescribed format. 
    • Photograph: Recent passport-size photograph in full Scout & Guide uniform. For male candidates, a Baret Cap is compulsory
    • Signature and Left Thumb Impression (LTI). 
    • Scanned self-attested copies of President Scout/Guide/Rover/Ranger OR Himalayan Wood Badge (HWB) holder certificate & parchment. 
    • Certificate of Activeness (as per Annexure-I), issued on or after the date of notification (21.05.2025). 
    • NOC from the employer if currently employed in Government Service. 
  6. Pay Application Fee: Pay the examination fee through the ONLINE MODE. 
  7. Submit and Print: After successful payment and submission of the application, take a printout of the final application form and the payment slip for future reference. 

Important Considerations for Applying:

  • Mere registration or filling up of the online application does not entitle the candidate for the Written Examination or selection. 
  • Candidates applying for both Level 1 & Level 2 must submit separate applications and fees. 
  • Applications must be completed in all respects within the last date. 
  • Follow the instructions generated by the software during the online application process. 
  • Keep your registered mobile number and email ID active for updates.

Reasons for Invalid Applications 

Your application may be rejected for reasons including, but not limited to:

  • Application not in the prescribed format, multiple applications for the same level, incomplete or ineligible application. 
  • Application without photograph, photograph not in full Scout & Guide uniform (male without Baret cap), missing LTI/signature, or signature in capital letters/different signatures. 
  • Application without the correct examination fee or less fee. 
  • Missing proof of date of birth, educational qualifications, Scout & Guide qualifications, Caste Certificate, etc. 
  • Over age or under age, date of birth not filled or wrongly filled. 
  • Not having requisite educational & S&G qualifications at the time of applying. 
  • Applications in a language other than English or Hindi. 
  • Five-year activeness certificate not in the prescribed format or issued before the date of notification. 

Application Fees for RRC NR Recruitment

The examination fee is to be paid through ONLINE MODE only. RRC/NR is not responsible for incomplete or pending online fee transactions. 

  • For All Candidates (except those mentioned below):
    • Fee: Rs. 500/- (Rupees Five Hundred only). 
    • This examination fee is not refundable under any circumstances. 
  • For Candidates belonging to SC/ST, Women, Minorities, and Economically Backward Classes:
    • Fee: Rs. 250/- (Rupees Two Hundred Fifty only). 
    • This fee will be refunded to these categories of candidates only when they actually appear in the Written Examination. 
    • Refunds will be transferred back to the source from where the payment was received. It is advised to pay using your own account. 

Definitions:

  • Minority: Muslims, Christians, Buddhists, Zoroastrians (Parsis) & Sikhs. 
  • Economically Backward Classes (EBC): Candidates whose family income is less than Rs. 50,000/- per annum. An income certificate issued by authorized officials (District Magistrate/Tehsildar, sitting MP of Lok Sabha/Rajya Sabha, Union Minister, or BPL Card/Izzat MST) as per Annexure-‘E’ is required. 

Additional Information for Candidates

  • Place of Posting: Selected candidates can be employed on any Railway or Railway Establishment within Northern Railway’s jurisdiction and are liable for transfer to any other department, division/unit, or railway establishment, including projects in or out of India. 
  • Typing Skill for Clerks: Persons appointed as Clerks against the Scouts & Guides quota must acquire proficiency in typing within two years from the date of appointment. Failure to do so may lead to termination. 
  • Period of Probation & Training: As per rules. Selected candidates will undergo training as required for the post. 
  • Agreement/Bond: Selected candidates may be required to execute an agreement. 
  • General Instructions:
    • No post is reserved for SC/ST/OBC, but these candidates must upload their caste certificates. 
    • Do not bring valuable items to the examination hall. 
    • Decisions by the NR administration on all matters are final. 
    • Candidates already in Govt. service must submit an NOC from their employer at the time of DV. 
    • Concealment of facts or submitting forged certificates will lead to rejection and debarment. 
    • No TA/DA will be given for appearing in the selection, except for SC/ST candidates who will be issued free travel authority (2nd class) with their E-Admit Card upon uploading their community certificate. They must carry original certificates during travel. 
    • RRC reserves the right to change dates, venues, or cancel the recruitment. 
    • The English version of the notification will be treated as final in case of any dispute. 
    • Canvassing or misconduct will lead to summary rejection. 
    • A written declaration as per Annexure-III will be obtained from qualified candidates.
