Eligibility Criteria for Functional Manager & Other Posts

Candidates must meticulously check the eligibility criteria before applying for the Assam PSC Recruitment 2025.

Domicile and Citizenship:

  • The candidate must be an Indian Citizen as defined in Articles 5 to 8 of the Constitution of India. 
  • The candidate must be a permanent resident of Assam. 
  • Proof of residency requires uploading a valid Permanent Resident Certificate issued in Assam for educational purposes or an Employment Exchange Registration Certificate.

Educational Qualification:

  • A candidate must possess at least a Bachelor’s Degree in any branch of Engineering OR in Arts, Science, or Commerce from a University or any other institution in India or abroad, recognized by the Government. 
  • The degree must have a minimum of 2nd class honours (Major) in any Specific Subject OR distinction in the degree course. 
  • Candidates must upload all relevant semester/year mark sheets and certificates reflecting the subjects. 

Experience Requirements:

  • A candidate must have held a responsible and senior position in a Government Department or Government undertaking for at least 8 years. 
  • Out of these 8 years, at least 5 years must have been in a rank not below Assistant Director of Industries or its equivalent, drawing the same pay scale. This pay scale should not be less than the term specified under Assam Service (Revision of Pay) Rules, 2017. 
    • Reference Post for Pay Scale: Assistant Director of Cottage Industries (ADCI)
    • Pay Band: PB-4 
    • Basic Pay Range: Rs. 30,000/- to Rs. 1,10,000/- 
    • Grade Pay: Rs. 13,900/- 
  • An updated salary certificate must be uploaded. 

Age Limit (as on 01-01-2025):

  • Candidates should not be less than 30 years of age. 
  • Candidates should not be more than 45 years of age. 

Upper Age Limit Relaxation:

  • SC/ST Candidates: By 5 years (i.e., up to 50 years). 
  • OBC/MOBC Candidates: By 3 years (i.e., up to 48 years), as per Govt. Notification No. ABP. 6/2016/9 dated Dispur the 25th April 2018. 
  • Ex-Servicemen: Maximum age shall be 50 years as on 01-01-2025 for the Unreserved category. This is further relaxable by 3 years for OBC/MOBC candidates and 5 years for SC/ST candidates. 
  • Persons with Benchmark Disability (PwBD): 10 years relaxation (i.e., up to 55 years), irrespective of SC/ST/OBC and UR Category, as per Govt. Memorandum No. ABP 144/95/121 dated Dispur the 28th October 2015. 

Eligibility for PwBD Category Candidates:

  • To be eligible under the PwBD category, a candidate must possess a Benchmark Disability (not less than 40% of relevant disability) and produce a necessary certificate issued by the competent authority. 
  • Relevant documents must be uploaded. 
  • PwBD candidates can apply even if the post is not reserved for them but identified as suitable, and will be considered by general merit standards. 
  • Benefits of reservation and other concessions are permissible when the degree of disability is 40% or more and posts are reserved for PwBD. 
  • Other concessions and relaxations are permissible when the degree of disability is 40% or more and posts are suitable for PwBD candidates. 

For Government Employees of Assam:

  • Candidates in regular Government service (permanent or temporary, excluding casual/ad-hoc/daily wages/hourly paid/contract basis) must upload a certificate from their competent authority to prove their employment. 
  • Those seeking pay protection or continuation in service must upload a ‘NO OBJECTION CERTIFICATE (NOC)’ from their competent authority.

  • Pay Band: Pay Band – 4 
  • Other Allowances: As admissible under the Rules of the Govt. of Assam from time to time. 

APSC Selection Process: Functional Manager & Other Roles

The selection procedure for the Functional Manager/Project Manager/Deputy Director posts will be notified later by the Assam Public Service Commission. 

  • The Commission may issue a corrigendum/addendum if required. 
  • APSC will decide the selection provision considering the status, cadre, grade, or the number of applications received for the posts. 
  • The Commission may also decide to conduct the examination/test zone-wise, depending on the number of candidates. The zones include Silchar, Jorhat, Nagaon, Tezpur, Kokrajhar, and Guwahati. 

Candidates should ensure they fulfill all eligibility conditions as admission to all selection stages will be purely provisional and subject to scrutiny. If any ineligibility is found at any stage, candidature will be cancelled.

Step-by-Step Application Guide:

  1. One-Time Registration (OTR):
    • Applicants who haven’t registered on APSC’s Online Recruitment Portal must first register by clicking on the ‘Register Here’ link. 
    • Complete the OTR process by providing basic details. 
    • Important: Register with a valid and active e-mail address. Interview schedules and certificate submission requirements will be intimated via the APSC website. 
  2. Login: After creating an account, log in with your credentials. 
  3. Provide OTR Details: Fill in Personal Information, Educational Qualification, Work Experience, Photo (Min size-50 KB & Max size-200 KB, not older than 3 months), Signature (Min size-50 KB & Max size-200 KB), and other required documents. 
  4. Update OTR Profile (If Needed): Candidates must ensure their OTR profile is updated with all necessary certificates for age, caste, and minimum educational qualification, as these will be fetched from the OTR profile. 
  5. Apply for the Post: Click on Applicant Section => Apply Section link to submit the application form.

  7. Fill Application Form:
    • Mandatory fields are marked with an asterisk (*).

  • Class-X/Class-XII Admit Card/Pass Certificate/Marksheet for age proof.
