Eligibility Criteria for CSIR 4PI Jobs 2025

Applicants must ensure they meet all essential eligibility requirements as of the closing date for online applications, which is June 17, 2025. 

Educational Qualifications

  • For Junior Secretariat Assistant (General, Finance & Accounts, Stores & Purchase):
    • Candidates must have passed 10+2/ XIIth standard or its equivalent. 
    • Proficiency in computer typing speed and in using computers as per the prescribed norms fixed by DoPT from time to time is essential. 
  • For Junior Stenographer (English/Hindi):
    • Candidates must have passed 10+2/ XIIth standard or its equivalent. 
    • Proficiency in stenography as per the prescribed norms fixed by DoPT from time to time is required. 

Desirable Qualification (for all posts):

  • A Degree in Arts / Science / Commerce with proven working knowledge of computers, particularly MS Office (MS Word, MS Excel, PowerPoint, etc.), is desirable. 

Age Limit (as on 17.06.2025)

  • For Junior Secretariat Assistant posts: Not exceeding 28 years. 
  • For Junior Stenographer post: Not exceeding 27 years. 

Age Relaxations 

Permissible relaxations in the upper age limit are applicable as per Government of India orders:

  • SC/ST: Up to 5 years (only for posts reserved for these categories). 
  • OBC (Non-Creamy Layer): Up to 3 years (only for posts reserved for OBC). 
  • Departmental Candidates (Regular CSIR Employees): No age limit, provided they possess the prescribed qualifications and submit a requisite certificate (Proforma-X). 
  • Widows, Divorced Women, and Women Judicially Separated (Not Remarried): Upper age limit relaxable up to 35 years (40 years for SC/ST members if posts are reserved for them). 
  • Persons with Benchmark Disabilities (PwBD): Up to 10 years (15 years for SC/ST, 13 years for OBC).
  • Ex-Servicemen (ESM): Upper age limit relaxable by 3 years after deduction of actual military service from the actual age. Additional relaxations for Defence Personnel disabled during hostilities (3 years, or 8 years for SC/ST).

Salary and Benefits for JSA & Steno Positions

Selected candidates will be entitled to attractive pay scales and benefits as per CSIR rules.

  • Junior Secretariat Assistant (JSA):
    • Pay Level: Level – 2 of the 7th CPC Pay Matrix. 
    • Pay Scale: Rs. 19,900 – 63,200/-. 
    • Approximate Total Emoluments: Rs. 38,483/- per month. 
  • Junior Stenographer (JST):
    • Pay Level: Level – 4 of the 7th CPC Pay Matrix. 
    • Pay Scale: Rs. 25,500 – 81,100/-. 
    • Approximate Total Emoluments: Rs. 44,523/- per month. 

Benefits Under Council Service:

  • Allowances: The posts carry usual allowances such as Dearness Allowance (DA), House Rent Allowance (HRA), and Transport Allowance (TA) as admissible to Central Government employees and made applicable to Council employees. 
  • Accommodation: Council employees are also eligible for accommodation of entitled type as per CSIR Residence Allotment Rules. 
  • Other Benefits: Reimbursement of medical expenses, Leave Travel Concession (LTC), House Building Advance (HBA), etc., are available as applicable to Council employees. 
  • Pension: The posts will be governed by the National Pension System (NPS), applicable from 01.01.2004, as notified by the Government of India and adopted by CSIR. 
  • Probation: Selected candidates will be on probation for a period of TWO YEARS from the date of joining, which may be extended or curtailed. Confirmation is subject to successful completion of the probationary period. 

CSIR 4PI Recruitment Selection Process 2025

The selection procedure for the posts of Junior Secretariat Assistant and Junior Stenographer involves multiple stages. Shortlisting of candidates for the Written Test will be based on details provided in the online application form. 

For Junior Secretariat Assistant (Gen/F&A/S&P):

The selection process includes a competitive written examination and a typing test.

  1. Competitive Written Examination:
    • The exam will be OMR Based or Computer Based Objective Type Multiple Choice. 
    • Questions will be set in both English and Hindi, except for the English language questions. 
    • The standard of the exam will be Class XII/PUC level. 
    • Total Questions: 200. 
    • Total Time Allotted: 2 hours 30 minutes. 
    • Paper-I (Time: 90 minutes – Qualifying in Nature):
      • Subject: Mental Ability Test (including General Intelligence, Quantitative Aptitude, Reasoning, Problem Solving, Situational Judgement etc.). 
      • No. of Questions: 100. 
      • Maximum Marks: 200 (Two marks per correct answer). 
      • Negative Marks: None in this paper. 
    • Paper-II (Time: 1 hour – For Merit Evaluation):
      • This paper will only be evaluated for those who secure minimum threshold marks in Paper-I. 
      • Subjects:
        • General Awareness: 50 Questions, 150 Marks (Three marks per correct answer). Negative Marking: One mark for every wrong answer. 
        • English Language: 50 Questions, 150 Marks (Three marks per correct answer). Negative Marking: One mark for every wrong answer. 
  2. Typing Test (Qualifying in Nature):
    • Proficiency in computer typing speed. 
    • Time Allowed: 10 minutes. 
    • English Typing: 35 words per minute (w.p.m.), corresponding to 10500 KDPH (Key Depressions per Hour) on an average of 5 key depressions per word. 
    • Hindi Typing: 30 words per minute (w.p.m.), corresponding to 9000 KDPH on an average of 5 key depressions per word. 
    • Candidates must opt for English or Hindi typing in the application, and this choice is final. 
    • Evaluation criteria as per Annexure-I (upto 5% mistakes ignored for UR/OBC/SC/OH/VH and upto 7% for ST/HH/Ex.S candidates). 
  3. Merit List:
    • The final merit list will be based on performance in Paper-II of the written examination, for those who qualify the typing test. 

For Junior Stenographer:

The selection involves a competitive written examination and a proficiency test in stenography.

  1. Competitive Written Examination:
    • Mode: OMR Based or Computer Based Objective Type Multiple Choice Examination. 
    • Medium: Questions in English and Hindi (except for English Language questions). 
    • Standard: 10+2/XII. 
    • Total Questions: 200. 
    • Total Time: 2 hours (2 hours and 40 minutes for candidates eligible for a scribe). 
    • Single Paper with Three Parts:
      • Part I: General Intelligence & Reasoning – 50 Questions, 50 Marks. 
      • Part II: General Awareness – 50 Questions, 50 Marks. 
      • Part III: English Language & Comprehension – 100 Questions, 100 Marks. 
      • Negative Marking: 0.25 marks deducted for every wrong answer in all parts. 
  2. Proficiency Test in Stenography (Qualifying in Nature):
    • Candidates will be given one dictation for 10 minutes in English or Hindi (as opted in the application) at a speed of 80 w.p.m. 
    • Transcription Time: 
      • English: 50 minutes (70 minutes for scribe-eligible candidates).
      • Hindi: 65 minutes (90 minutes for scribe-eligible candidates).
    • Evaluation of transcripts as per Annexure-II (ignorable mistakes: 7% for Unreserved, 10% for all reserved categories). 
  3. Merit List:
    • The final merit list will be based on performance in the competitive written examination for candidates who qualify the stenography test.

Eligible candidates must apply ONLINE through the CSIR-4PI website. No other mode of application will be accepted.

Step-by-Step Application Guide:

  1. Visit Official Website: Go to the CSIR-4PI careers page.
  2. Email ID: If you don’t have a valid email ID, create one before applying. 
  3. Registration: Register with your name, email ID, and create a password. 
  4. Login: After successful registration, log in using your credentials. 
  5. Fill Application Form: Carefully fill in all details in the online application form. The shortlisting for the written test will be based on these details. 
  6. Upload Documents:
    • Recent scanned colour passport size photograph (JPEG, max 100 KB, approx. 300px width x 400px height, without cap, ears visible, white background, not more than three months old). 
    • Scanned signature (JPEG, max 100 KB, approx. 130px width x 150px height). 
    • Self-attested copies of certificates: Date of Birth, educational qualifications (all mark sheets semester/year wise), experience (if any), caste/community/disability certificate (if applicable), relevant certificates for widow/divorced women/judicially separated women or Ex-servicemen. 
    • SBI Collect Payment Receipt (if applicable). 
    • NOC (from current employer if in Govt./Autonomous Body/PSU) / proper channel application, if applicable. 
  7. Application Fee Payment: Pay the application fee online (if applicable). 
  8. Submit and Print: After completing the form and uploading documents, submit the application. Take a printout of the online generated application for future reference. 
  9. No Hard Copy (General Candidates): There is NO NEED TO SUBMIT A HARD COPY of the application, except for candidates who need to forward their application through the proper channel. 
  10. Through Proper Channel: Candidates serving in Government Departments/Autonomous bodies/Public Sector Undertakings should forward their application through proper channel (Proforma-IX) duly certified by the employer to “The Director, CSIR-Fourth Paradigm Institute (CSIR-4PI), NAL Belur Campus, Wind Tunnel Road, Bengaluru-560037”. This should reach within 20 days from the last date of receipt of online application. An advance copy of the online application should be submitted before the closing date. 

Application Fees for CSIR 4PI Vacancies

  • Amount: Rs. 100/- (Rupees One Hundred only).

  • Exemptions: Candidates belonging to SC/ST/PwBD/Ex-servicemen/Women categories and regular employees of CSIR are exempted from payment of application fee.
