Eligibility Criteria

Candidates must ensure they meet the specified eligibility criteria regarding age, education, and technical skills before applying.

Age Limit (as on 01.07.2025)

  • Minimum Age: 18 years (Should not have been born after 01.07.2007) 
  • Maximum Age:
    • Reserved Categories (SC/SC(A)/ST/MBC&DC/BC/BCM of Tamil Nadu & Puducherry): 37 years* 
    • Others / Unreserved Categories (including candidates from other states): 32 years* 
    • In-Service Candidates (Madras High Court Service / Tamil Nadu Judicial Ministerial Service): 47 years* 
  • Age Relaxation: Applicable for Differently Abled Persons (up to 10 years) and Ex-servicemen as per government rules.
    • *Maximum age limit increased by 2 years as per G.O. (Ms) No. 91, Human Resources Management (S) Department, dated 13.09.2021.

Educational Qualification

  • Candidates must possess a Bachelor’s Degree in any discipline (Science, Arts, Commerce, Engineering, Medicine, etc.) from a recognized University in the Indian Union under the 10+2+3 or 11+1+3 pattern.

Technical Qualifications

  • For Personal Assistant to Hon’ble Judges / Private Secretary to Registrar General:
    • Must have passed the Government Technical Examination in English Shorthand by Higher / Senior Grade (120 wpm).
    • Must have passed the Government Technical Examination in English Typewriting by Higher / Senior Grade (45 wpm).
    • Must have passed the Government Technical Examination in Tamil Typewriting by Higher / Senior Grade (45 wpm).
    • Must possess a Certificate Course in Computer on Office Automation conducted by the Directorate of Technical Education. (Candidates without this certificate can also apply but must acquire it during probation). Candidates with a Degree/Diploma in Computer Science/Engineering are exempted.
  • For Personal Assistant (to the Registrars) / Personal Clerk (to the Deputy Registrars):
    • Must have passed the Government Technical Examination in English Shorthand by Higher / Senior Grade (120 wpm).
    • Must have passed the Government Technical Examination in Tamil Shorthand by Higher / Senior Grade (90 wpm).
    • Must have passed the Government Technical Examination in English Typewriting by Higher / Senior Grade (45 wpm).
    • Must have passed the Government Technical Examination in Tamil Typewriting by Higher / Senior Grade (45 wpm).
    • Must possess a Certificate Course in Computer on Office Automation (Same conditions/exemptions apply as above).

Note: Candidates claiming reservation under Persons Studied in Tamil Medium (PSTM) must have studied through Tamil Medium up to the prescribed educational qualification.

Salary & Benefits

Selected candidates will be placed in the following pay scales as per the revised structure:

In addition to the basic pay, candidates will be eligible for allowances and benefits as per the rules of the Madras High Court Service.

Selection Process

The selection process involves three stages:

  1. Common Written Examination (Qualifying Nature):
    • Part A: Tamil Eligibility Test (SSLC Standard – Objective Type, 50 Marks, Min. 20 Marks). General English option available for Persons with Disability.
    • Part B: English Test (Degree Standard – Descriptive Type, 100 Marks, Min. 35 Marks). Includes Essay, Precis Writing, Letter Writing, etc..
    • Total Duration: 180 Minutes.
    • Marks from this exam are only qualifying and not counted for the final selection.
  2. Skill Test:
    • Candidates qualified in the written exam will be called for the Skill Test relevant to the post(s) applied for.
    • PA to Judges / PS to RG: English Shorthand Test (120 wpm) and Tamil Typewriting Test (45 wpm).
    • PA (Registrars) / PC (Deputy Registrars): English Shorthand Test (120 wpm) and Tamil Shorthand Test (90 wpm).
    • Candidates must qualify in both transcription and outline parts (for shorthand) and the typewriting test as applicable.
  3. Viva-voce:
    • Candidates will be shortlisted for the Viva-voce based on merit in the Skill Test, following the rule of reservation (in a ratio of 1:2 or 1:3 depending on vacancies).
    • Maximum Marks: 15, Minimum Qualifying Marks: 6.
    • Assesses suitability, language skills, mental alertness, computer expertise, attitude, etc..

Final Selection: Based on the combined marks secured in the Skill Test and Viva-voce, following the rule of reservation.
