Eligibility Criteria for UKPSC Civil Services 2025

Candidates must ensure they fulfill all eligibility criteria before applying.

Educational Qualification:

  • For posts 01, 02, 03, 06, 07, 08, 09, and 11: A graduation degree from a university established by law in India. 
  • For post 04 (Assistant Director / Audit Officer): A Bachelor’s degree in Commerce from a recognized university or institute, or a Chartered Accountant (CA) degree from the Institute of Chartered Accountants. 
  • For post 05 (Deputy Registrar Category-II): A law graduate degree from a recognized university and working knowledge of Hindi (Devanagari script) and English. 
  • For post 10 (Deputy Education Officer / Staff Officer / Law Officer): A postgraduate degree from a university established by law in India. (For Law Officer post, specific conditions apply for in-service candidates as per rules )
  • For post 12 (Superintendent, various homes): A graduate degree in Sociology or Psychology from a university established by law in India or a recognized foreign university. 
  • For post 13 (Assistant Director, Sanskrit Education): A postgraduate degree in Sanskrit or equivalent from a university established by law in India, and a Shiksha Shastri / B.Ed. degree. 
  • For post 14 (Assistant Cane Commissioner): A graduate degree in Agriculture from a recognized university. 
  • For post 15 (District Probation Officer): A postgraduate degree in Sociology or Applied Sociology or Social Work from a university established by law in India or a recognized foreign university. 
  • For post 16 (Information Officer / District Information Officer): A graduate degree in any subject from a university established by law in India or equivalent, AND a one-year diploma in Journalism from a recognized university/institution OR a graduate degree in Journalism. 
  • For post 17 (Editor): A graduate degree with Hindi or Sanskrit literature as a subject from a university established by law in India or equivalent, AND five years of experience in journalism or editorial work in a major daily/monthly newspaper or a government department. 
  • For post 18 (Feature Writer): A graduate degree with Hindi as a subject from a university established by law in India or equivalent, AND a diploma or graduate degree in Journalism from a recognized university/institution.

  • For post 21 (Food Processing Officer / Principal): B.Sc. or B.Sc. (Agriculture) followed by a 15-month postgraduate diploma course from the State Fruit Preservation and Canning Institute, Lucknow, or any other institute, OR a three-year diploma in Hotel Management and Catering from a recognized institute, OR M.Sc. in Food Technology, OR M.Sc. in Horticulture with a special paper in Food Processing. 
  • For post 22 (Regional Apiculture Expert / Entomologist): M.Sc. (Agriculture)/M.Sc. in the relevant subject (Entomology or specialization in Entomology) from a recognized university or institute. 
  • For post 23 (Statistics Officer Category-2): Graduate degree with Mathematics or Mathematical Statistics or Statistics, along with at least a two-year postgraduate course in Statistics (Mathematical) from a recognized statistical institute or university. 
  • For post 24 (District Tourism Development Officer): Graduate degree in Tourism/Hotel Management/Mass Communication from a university established by law in India or equivalent, proficiency in reading, writing, and speaking Hindi-English, and knowledge of Information Technology & Computers. 

Candidates must possess all essential educational qualifications by the last date of online application, i.e., May 27, 2025. The date of issuance of the mark sheet will be considered the date of acquiring the qualification.

Age Limit (as of July 1, 2025):

  • Minimum Age: 21 years
  • Maximum Age: 42 years
  • (Candidates should not have been born after July 1, 2004, and not before July 2, 1983)
  • Relaxation in the upper age limit is applicable for reserved categories as per Uttarakhand government rules. 

Physical Standards (for Deputy Superintendent of Police):

Specific height and chest measurements are required for male and female candidates, with relaxations for certain categories. Vision standards and physical fitness criteria also apply.

Salary and Benefits

The posts advertised under the UKPSC Civil Services Examination 2025 offer attractive pay scales ranging from Level-06 to Level-10. 

  • Level 10 (Post Code 01-04, 06, 08-11, 13-14, 19-24): ₹56,100 – ₹1,77,500
  • Level 07 (Post Code 05, 07, 15-18): ₹44,900 – ₹1,42,400
  • Level 06 (Post code 12): ₹35,400 – ₹1,12,400
  • In addition to the basic pay, selected candidates will be entitled to various allowances and perks as per Uttarakhand Government rules. Most posts are permanent and pensionable (contributory pension scheme). 

Selection Process for UKPSC Civil Services 2025

The selection process will consist of three stages:

  1. Preliminary Examination (Objective Type): This is a screening test. Marks obtained will not be added to the main examination or interview. It will consist of two papers:
    • Paper I: General Studies (150 marks, 150 questions, 2 hours) 
    • Paper II: General Aptitude Test (150 marks, 100 questions, 2 hours) – Qualifying in nature (minimum 33% marks required) 
    • There will be negative marking (1/4th mark deducted for each wrong answer). 
  2. Main Examination (Written Type): Candidates who qualify the Preliminary Examination will be eligible for the Main Examination. It will consist of eight compulsory papers:
    • Paper 1: General Hindi (150 marks, 3 hours) – Minimum 35% marks required. 
    • Paper 2: Essay (150 marks, 3 hours) 
    • Paper 3: General Studies-I (Indian Heritage and Culture, History and Geography of the World and Society) (200 marks, 3 hours) 
    • Paper 4: General Studies-II (Governance, Constitution, Polity, Social Justice and International relations) (200 marks, 3 hours) 
    • Paper 5: General Studies-III (Technology, Economic Development, Bio diversity, Environment, Security and Disaster Management) (200 marks, 3 hours) 
    • Paper 6: General Studies-IV (Ethics, Integrity and Aptitude) (200 marks, 3 hours) 
    • Paper 7: General Studies-V (Knowledge of State of Uttarakhand) (200 marks, 3 hours) 
    • Paper 8: General Studies-VI (Knowledge of State of Uttarakhand) (200 marks, 3 hours) 
    • Total marks for Main Examination: 1500 marks. 
  3. Interview / Personality Test: Candidates who qualify the Main Examination will be called for an interview. 
    • Total marks for Interview: 150 marks. 
    • Final merit will be prepared based on marks obtained in the Main Examination and Interview (Total 1650 Marks). 

Document Verification: Will be conducted for candidates qualifying for the interview.
