Every candidate must be able to speak, read and write Odia and must produce an Odia pass certificate. Candidates with qualifications from outside Odisha must show proof of equivalence and affiliation, failing which they will not be considered eligible. Constable (Civil) applicants must also be registered in the Employment Exchange of the district they choose before final submission. Home Guards, Group-D employees, Ex-Servicemen and Ex-Agniveers are exempt from this.

The common paper covers Odia, English, General Knowledge, Quantitative Aptitude and Reasoning, and Basic Computer literacy. Use the syllabus page to plan your preparation. Bonus marks: NCC A, B and C certificates give 1, 2 and 3 marks, and a driving licence with a passed driving test gives 3 marks (LMV) or 5 marks (HMV) for Constable (Civil), Constable OISF, Driver PMT and Firefighting Driver. The test is qualifying only, and Ex-Agniveers are exempt from the PET. Anyone who fails an event in the time or attempts allowed is disqualified. Candidates absent at the driving test are disqualified where a licence is mandatory.
