The final merit list is built from your Tier II marks and interview marks in a 75:25 ratio. Preliminary marks never count for either stream. For Generalists the descriptive test is also excluded from merit, but for Hindi Officers the descriptive marks do count, because their Tier II total includes both the objective and the descriptive test. There is a section-wise cut-off and an overall cut-off in each category, so you cannot make up a weak section elsewhere.
There is negative marking. One fourth of the marks assigned to a question is deducted for every wrong answer, in both the Preliminary and the Main examination. Questions left blank carry no penalty, so guessing wildly will pull your score down.
