UKPSC Lower PCS Eligibility 2026: Qualification and Domicile

Candidates with 2 years’ Territorial Army service or an NCC ‘B’ certificate get preference in most posts. Some posts also accept NCC ‘C’ or NSS ‘C’. Tax Officer lists no such preference. For the two Cane posts, a Bachelor’s in Agriculture is a must, so a general arts or commerce graduate cannot apply there.

Group C exceptions for non-transferable Armed Forces, Paramilitary, state and central employees in Uttarakhand, their spouses and children, are in the full advertisement. The advertisement says you must hold the required degree on or before the last date to apply, and it fixes this by the date your marksheet was issued or your result was declared. Minimum chest expansion is 5 cm. Hill area relaxation needs a Hill area certificate.

You must score at least 35% in General Hindi in the Mains. Objective papers carry negative marking of one-fourth of the question’s marks for each wrong answer, and more than one answer counts as wrong. Calculators are not allowed in the Prelims. The Prelims has Part 1 General Studies (100 questions) and Part 2 General Aptitude (50 questions). Uttarakhand women, ex-servicemen, freedom-fighter dependents, sportspersons and state agitators pay the fee of their own vertical category. Check your category before paying, because a category change in the correction window means paying that category’s fee. Pay online by Net Banking, Debit Card, Credit Card or UPI by 26 November 2026. The fee is never refunded. Prelims-qualified candidates pay a separate Mains fee by the date the Commission fixes.

The Commission will announce the exam centre and date on its website and in daily newspapers. Prelims centres include Dehradun, Haridwar, Haldwani, Almora and 15 more towns; Mains centres are Haldwani and Haridwar.

You can cancel an application with errors using OTP before the last date, but you must pay the fee again. Your mobile number cannot be edited later. You get one correction chance, except mobile and e-mail, from 3 to 12 December 2026, and a category change means paying that category’s fee. Enter your own mobile number and e-mail, since the Commission sends important messages there. No print-out is sent now; self-attested copies go to the Commission after the Mains by the date fixed.
