BPSC 71st CCE Eligibility Criteria 2025

Candidates must ensure they fulfill the specified eligibility criteria concerning educational qualifications and age limits before applying.

Educational Qualification 

  • For 71st Combined (Preliminary) Competitive Examination: Candidates must possess a Bachelor’s degree or an equivalent qualification from a recognized university. 
  • For Financial Administrative Officer & Equivalent: A Bachelor’s degree in Commerce, Economics, Mathematics, or Statistics from a recognized university or an affiliated institute is mandatory. 
    • Applicants must provide complete information regarding their graduation or equivalent qualification in the educational qualification section of the online application. 
    • For posts requiring special educational qualifications and optional subjects, candidates must select the post during the online application process; otherwise, their claim for that post will not be considered valid. 

Age Limit (as of August 1, 2025) 

  • Minimum Age:
    • 21 years for services listed at serial numbers 05, 06, 07, and 08 in Table I. 
    • 22 years for services listed at serial numbers 01, 02, 03, 04, and 09 in Table I, and for serial number 01 in Table II. 
  • Maximum Age:
    • Unreserved (Male): 37 years 
    • Unreserved (Female), Backward Class & Extremely Backward Class (Male & Female): 40 years 
    • Scheduled Caste & Scheduled Tribe (Male & Female): 42 years 
  • Special Age Calculation: For the post of Sahakarita Prasar Padadhikari (Cooperative Extension Officer) mentioned at serial number 06 in Table I, the maximum age limit will be calculated as of August 1, 2015. 
  • The date of birth mentioned in the Matriculation or equivalent certificate will be considered valid by the Commission. 

Age Relaxation:

  • Bihar Government employees who have been in regular service will have a maximum of five attempts for the commission’s competitive examinations. This count starts from the date the resolution was issued. They are also eligible for a 5-year relaxation in the upper age limit, provided they haven’t exhausted their five attempts. 
  • Persons with Benchmark Disabilities (PwBD) are eligible for a 10-year relaxation in the upper age limit in addition to the maximum age limit as per GAD’s resolution. 
  • Ex-servicemen are granted an age relaxation of 3 years plus the number of years served in the defense services, provided their actual age on the application date does not exceed 57 years. Specific conditions apply for Commissioned Officers (ECOs/SFCOs). 
  • NCC full-time cadets/instructors recruited after January 1, 1963, may be allowed to deduct the period of their NCC service from their actual age. If the resultant age does not exceed the prescribed upper age limit for a specific service or post by more than three years, they will be considered to meet the maximum age requirements.

BPSC 71st CCE Selection Process

The selection process for the BPSC 71st Combined Competitive Examination is a multi-stage process designed to assess candidates thoroughly. It comprises:

  1. Preliminary Examination (Part 1)
    • This will be a General Studies paper. 
    • All questions will be objective type, multiple-choice questions (MCQs). 
    • The exam duration will be 2 hours, and the total marks will be 150. 
    • There will be negative marking for incorrect answers; 1/3rd of the marks assigned to that question will be deducted for each wrong answer. 
    • The Preliminary Exam is a screening test. The number of candidates selected for the Main Examination will be ten times the total notified vacancies. 
    • Syllabus includes General Science, Current events of national and international1 importance, History of India and salient features of the history of Bihar, General Geography,2 major geographical divisions of Bihar and its important rivers, Indian Polity and Economic system, major changes in the economy of Bihar post-independence, Indian National Movement and the contribution of Bihar, and questions testing general mental ability. 
    • Minimum qualifying marks: General – 40%, Backward Class – 36.5%, Extremely Backward Class – 34%, SC/ST, Women, and PwBD – 32%. 
  2. Main (Written) Examination (Part 2)
    • Candidates who qualify the Preliminary Exam will have to fill a separate online application form for the Main Examination and pay the prescribed fee. 
    • For 71st Combined Competitive Examination:
      • General Hindi (Qualifying – 30% marks required, not counted for merit): 100 marks
      • General Studies, Paper 1: 300 marks
      • General Studies, Paper 2: 300 marks
      • Essay: 300 marks
      • Optional Subject (MCQ based): 100 marks (A list of 34 optional subjects is provided including Agriculture Science, History, Law, Mathematics, Sociology, etc. )
    • For Financial Administrative Officer & Equivalent:
      • General Hindi (Qualifying – 30% marks required, not counted for merit): 100 marks
      • General Studies, Paper 1: 300 marks
      • General Studies, Paper 2: 300 marks
      • One Optional Subject (Subjective type, counted for merit): 300 marks (Options: Commerce, Economics, Mathematics, Statistics )
    • Question papers will be in both Hindi and English. Answers for non-language subjects can be written in Hindi (Devanagari), English, or Urdu script. 
    • Minimum qualifying marks in Main Exam: General – 40%, Backward Class – 36.5%, Extremely Backward Class – 34%, SC/ST, Women, and PwBD – 32%. 
    • The number of candidates called for the Personality Test will be two and a half (2.5) times the advertised vacancies. 
  3. Personality Test (Interview – Part 3)
    • Candidates who qualify the Main Examination will be called for a Personality Test, which will be of 120 marks. 
    • Participation in the Personality Test is mandatory. 
    • During the interview, candidates will specify their service/post preferences. 
  4. Health Test:
    • After the personality test, all candidates must undergo a health check-up by the medical board constituted by the Commission. A fee of Rs. 16 is required for this. 
    • Physical standards are detailed in Appendix ‘A’ of the notification, which will apply if posts like Bihar Police Service/District Commandant/Superintendent of Jails are included later. 
  5. Merit List:
    • For the 71st CCE, the final merit list will be prepared based on a total of 1020 marks (900 for Main Exam: GS Paper 1 – 300, GS Paper 2 – 300, Essay – 300; and 120 for Interview). 
    • For the Financial Administrative Officer & Equivalent, the final merit list will be based on a total of 1020 marks (900 for Main Exam: GS Paper 1 – 300, GS Paper 2 – 300, Optional Subject – 300; and 120 for Interview). 
    • Tie-breaking rules are defined based on marks in the Main (Written) Examination, optional subject marks (for other services), date of birth (older candidates preferred), and then by alphabetical order of name in Devanagari script. 

How to Apply Online for BPSC 71st CCE 2025

Candidates must apply online through the official BPSC portal.

Step-by-Step Application Guide:

  1. One Time Registration (OTR):
    • Visit the BPSC Portal and click on “New user Registration”. 
    • This OTR will be valid for future BPSC advertisements. OTR is not an application for any exam but a facility to collect information and provide a dashboard to applicants. 
    • A valid active email ID and mobile number are mandatory. 
    • Candidates who registered on the old portal must complete the OTR process afresh on the new portal. 
    • No changes to name, father’s name, mother’s name, gender, Aadhaar, and date of birth will be allowed after OTR submission. 
  2. Digilocker Account:
    • After OTR, the Digilocker Meri Pehchan Portal will open. 
    • Sign in if you have an account or create a new one and provide consent to OAMS. 
    • Documents can be linked from Digilocker to OAMS. 
    • If not proceeding via Digilocker, use the browser’s back button to access the Online Application Portal and log in. 
  3. Profile Creation (Six Steps):
    • Step 1: Personal Information: Enter caste, category, disability, sports, ex-serviceman, NCC, government employee details, then save. 
    • Step 2: Address Information: Enter permanent and correspondence addresses, then save. 
    • Step 3: Other Information: Details of any criminal proceedings or convictions, then save. 
    • Step 4: Qualification Information: Enter educational details from 10th onwards (qualification, subject, state, board/university, status, passing date, attempts, marks, percentage, duration, mode, etc.). Add each qualification and save. 
    • Step 5: Experience Information: If applicable, enter work experience details, then save. 
    • Step 6: Upload Photo/Signature and Profile Lock: Capture a live photo using a webcam (white/light background, sufficient light). Upload scanned images of Hindi and English signatures (.jpg/jpeg, max 15KB, 220times100 pixel). Confirm all information is correct, then click “Submit and Lock Profile”. 
    • After locking the profile, active advertisements will be visible in the “New Advertisement Tab”. No changes to details in an applied advertisement are possible after profile lock and application submission. 
  4. New Application:
    • In the “New Application Tab,” view active advertisements. Click “View Button,” then “Check Advertisement Criteria,” and proceed. 
    • Submit and proceed to “Pay Fees”. 
  5. Payment and Application Print:
    • After completing the application form and payment, go to the “My Account Tab”. 
    • Options to “Application Form Print,” “Cancel Application,” “Pay Now” (if payment pending), and “Payment History” will be available. 
    • If there’s an error, cancel the application and re-apply. No refunds for cancelled applications. 
    • Ensure all uploaded documents (PDF format, max 100 KB) are ready. 
    • Download and print two copies of the final application form. Ensure Application Number, Application ID, and Bar Code are on each page. 

BPSC 71st CCE Application Fees 

  • General Candidates: Rs. 600/-
  • SC/ST (Bihar Domicile Only): Rs. 150/-
  • All (Reserved/Unreserved) Female Candidates (Bihar Domicile Only): Rs. 150/-
  • Disabled Candidates (40% or more disability): Rs. 150/-
  • All Other Candidates (from other states, etc.): Rs. 600/-
  • Biometric Fee: Rs. 200/- (This is an additional fee. However, candidates who enter their Aadhaar number in the online application as their identity proof will not have to pay this biometric fee.) 
  • Candidates will also have to bear bank charges, which will be automatically deducted during online payment. 
  • Reserved category candidates, PwBD candidates, and female candidates from Bihar paying concessional fees must produce relevant certificates; failure to do so or any doubt on their validity may lead to disqualification. They can choose to pay the general candidate fee to ensure their candidature on this point.
