CSIR NIO Recruitment 2025: Eligibility Criteria

Candidates must ensure they fulfill all eligibility requirements as of the last date for submission of online applications (June 24, 2025). 

Educational Qualification:

  • For Junior Secretariat Assistant (Gen/F&A/S&P):
    • 10+2/XII or its equivalent. 
    • Proficiency in computer type speed and in using computers as per prescribed norms fixed by DoPT from time to time. 
  • For Junior Stenographer:
    • 10+2/XII or its equivalent. 
    • Proficiency in stenography as per the prescribed norms fixed by DoPT from time to time. 
  • Equivalent Qualification Note: A 3-year diploma acquired after passing the 10th standard from a recognized institution will be treated as equivalent to 10+2/XII. 

Age Limit (as on June 24, 2025):

  • Minimum Age: 18 years for all posts. 
  • Upper Age Limit:
    • Junior Secretariat Assistant (All Cadres): 28 years. 
    • Junior Stenographer: 27 years. 

Age Relaxation:

Permissible relaxation in the upper age limit for different categories is as per Government of India/CSIR guidelines:

  • SC/ST: 5 Years. 
  • OBC (NCL): 3 Years. 
  • PwBD (Unreserved): 10 Years. 
  • PwBD (OBC-NCL): 13 Years. 
  • PwBD (SC/ST): 15 Years. 
  • Ex-Servicemen: 3 years after deduction of actual military service rendered from the actual age as on the closing date. 
  • CSIR Departmental Candidates: No age limit.

Salary & Benefits for CSIR NIO Posts

Selected candidates will receive attractive emoluments and benefits as per Central Government and CSIR norms.

Pay Level and Total Emoluments:

  • Junior Secretariat Assistant (Gen/F&A/S&P):
    • Classification: Group C (Non-Gazetted) 
    • Pay Level: Level – 2 (₹19,900 – ₹63,200) as per 7th CPC Pay Matrix. 
    • Total Emoluments (approx.): ₹36,220/- per month in a Class ‘Y’ City (Goa). 
  • Junior Stenographer:
    • Classification: Group C (Non-Gazetted) 
    • Pay Level: Pay Level 4 (₹25,500 – ₹81,100) as per 7th CPC Pay Matrix. 
    • Total Emoluments (approx.): ₹47,415/- per month in a Class ‘Y’ City (Goa).

CSIR NIO Selection Process 2025

The selection process for Junior Secretariat Assistant and Junior Stenographer posts involves a Competitive Written Examination and a Proficiency Test.

For Junior Secretariat Assistant (Gen/F&A/S&P):

  1. Competitive Written Examination:
    • Mode: OMR Based or Computer Based Objective type multiple choice examination. 
    • Medium: English and Hindi (except for the English Language section). 
    • Standard: 10+2/Class XII. 
    • Total Questions: 200. 
    • Total Time: 2 hours 30 minutes (3 hours 20 minutes for PwBD candidates eligible for scribe). 
    • Paper I (Qualifying Nature – 90 minutes):
      • Subject: Mental Ability Test (General Intelligence, Quantitative Aptitude, Reasoning, Problem Solving, Situational Judgment etc.). 
      • No. of Questions: 100. 
      • Maximum Marks: 200 (2 marks per correct answer). 
      • Negative Marks: No negative marks. 
    • Paper II (Merit Deciding – 60 minutes):
      • Subject 1: General Awareness
        • No. of Questions: 50. 
        • Maximum Marks: 150 (3 marks per correct answer). 
        • Negative Marks: One negative mark for every wrong answer. 
      • Subject 2: English Language
        • No. of Questions: 50. 
        • Maximum Marks: 150 (3 marks per correct answer). 
        • Negative Marks: One negative mark for every wrong answer. 
    • Paper II will be evaluated only for candidates who secure minimum threshold marks in Paper I. 
  2. Proficiency Test in Computer (Qualifying Nature):
    • English Typing @ 35 w.p.m. OR Hindi Typing @ 30 w.p.m. 
    • Time: 10 minutes. (35/30 w.p.m. correspond to 10500/9000 KDPH). 
    • PwBD candidates eligible for scribe will get 5 minutes compensatory time (total 15 minutes). Passage dictators allowed for VH candidates who opted for scribe. 
  3. Merit List: Prepared based on marks obtained in Paper II only, for candidates who qualify the proficiency test. 

For Junior Stenographer:

  1. Competitive Written Examination:
    • Mode: OMR Based or Computer Based Objective type multiple choice examination. 
    • Medium: English and Hindi (except for the English Language & Comprehension section). 
    • Standard: 10+2/Class XII. 
    • Total Questions: 200 (The document states 20 questions in one table but the subject breakdown adds up to 200 questions. Assuming 200 is correct based on subject distribution).
    • Total Time: 2 hours (2 hours 40 minutes for PwBD candidates eligible for scribe). 
    • Single Paper with Three Parts:
      • General Intelligence & Reasoning: 50 Questions, 50 Marks. 
      • General Awareness: 50 Questions, 50 Marks. 
      • English Language & Comprehension: 100 Questions, 100 Marks. 
      • Negative Marks: 0.25 marks deducted for every wrong answer in all parts. 
  2. Proficiency Test in Stenography (Qualifying Nature):
    • Dictation: 10 minutes in English or Hindi (as opted) at 80 w.p.m. 
    • Transcription Time:
      • English: 50 minutes (70 minutes for candidates eligible for scribe). 
      • Hindi: 65 minutes (90 minutes for candidates eligible for scribe). 
  3. Merit List: Prepared based on performance in the Competitive Written Examination for candidates who qualify the stenography test. 

Tie-Breaking Methodology:

  • For JSA: (i) Lesser negative marks in Paper-II; (ii) Older candidate; (iii) Earlier acquisition of minimum educational qualification; (iv) Alphabetical order of first names. 
  • For Junior Stenographer: (i) Lesser negative marks in the Written Exam; (ii) Older candidate; (iii) Earlier acquisition of minimum educational qualification; (iv) Alphabetical order of first names.

  2. Email ID: If you don’t have a valid Email ID, create one before applying. Ensure it remains active throughout the recruitment process. 
  3. Read Instructions: Carefully go through the instructions for filling the online application provided on the website. 
  4. Fill Application Form: Enter all details accurately.
    • For JSA posts, indicate preferences for General, Finance & Accounts, and Stores & Purchase cadres. This preference is final. 
    • Candidates eligible for both JSA and Junior Stenographer must apply separately and pay separate fees. 
  5. Upload Documents: Upload scanned copies of:
    • Recent passport-size scanned color photograph (ensure face is clearly visible). 
    • Signature (ensure it’s not blurred). 
    • Proof of Date of Birth (Matriculation or equivalent certificate). 
    • Educational qualification certificates (10+2 Mark Sheet/Certificate or Equivalent).

CSIR NIO Application Fees

  • Unreserved (UR), OBC, and EWS Candidates: ₹500/- (Rupees Five Hundred only). This fee is exclusive of GST and processing charges.
