Experience is counted up to your interview date, so work done until that day counts. For Senior Project Associate and both Project Associate-II rows, the experience is required along with the degree, not instead of it. Project Associate-I and the assistant posts state no essential experience.
Each post also lists desirable skills, such as MATLAB or Python, instrument handling, or web development. The Director can relax these for exceptionally good candidates. With a relevant post graduate degree, 3-year engineering diploma or engineering degree, check your row.

The higher rate is for candidates with NET, CSIR-UGC or GATE, or who have passed a national-level exam run by a Central Government department, its agencies or institutions. The HRA amount is not stated, so ask at the venue. Check which rate applies to you before you go, and carry your NET, GATE or exam certificate if you are claiming the higher one. The pay is a monthly project emolument plus HRA, not a regular government pay scale.

For the written-test posts, the result is declared the same day, and only qualifiers sit the skill test. The skill test is held after document verification. The exam scheme is on the Institute website, not in the notice, so read it before you travel. Selected candidates may have to join immediately once found fit by the Medical Authority. Do not assume the interview posts have a written test, or the test posts have an interview. The notice says what it says for each group, and nothing more.
