Look closely at the District Program Manager row: it has no Unreserved seat at all, only ST, SC and EWS seats. Also, nine posts are single seats, all Unreserved.
So where should you aim? If you are a fresh civil diploma holder, the 32 Junior Engineer seats are the clearest route, because experience is only desirable there. Graduates with two years of work in education should look at the 30 Assistant Program Manager seats. Commerce graduates and CA or CMA Inter candidates with three years of accounts work fit the 16 Accounts Officer seats. Pick one post carefully, because the notice allows only one application per candidate.

Most management posts need a post-graduate degree, while the accounts posts suit commerce and finance candidates. Preference goes to higher degrees in many posts, for example M.Com for the two accounts officer posts and MCA or M.Tech for Expert EMIS.

JEPC staff working under SSA, Samagra Shiksha, RMSA, KGBV, Sakshar Bharat or Mahila Samakhya get age relaxation equal to their work experience, up to 10 years, with a certificate from the appointing authority. This is a fixed contract pay, not a regular pay level. The pay includes Project, House Rent, Medical and Conveyance Allowance as per post. You also get a 3% annual increment on satisfactory performance, plus gratuity, leave encashment, and EPF and pension as per EPFO rules.
The contract is for one year at first. It can be extended every year on satisfactory performance, for as long as the programme runs, after an annual performance review.

The written test runs for 3 hours. The post-group paper differs for Management (SPM / DPM / APM), Finance, Computer and IT, and Civil works posts. The computer-based test lasts 1 hour, with up to two questions of 10 marks each.
Shortlisting for interview uses category-wise minimum qualifying marks. For work experience, Samagra Shiksha and related programme staff get 1 mark per year, others get 0.5 mark per year in an equivalent post, up to 10 marks.
