What is the Eligibility for BSNL UP (West) Advocate Empanelment 2026?
Applicants must be well-versed in law relevant to BSNL, such as telecom, service matters, contracts, arbitration, TDSAT/TRAI, IBC, GST/Income Tax, land, labour and constitutional law. Experience with CPSE/Government/PSU cases gets due weightage.

Conditions that can cost you the panel:
- Any false, incorrect or misleading information leads to cancellation without further correspondence
- If you send multiple applications, only the latest is considered and earlier ones are rejected
- BSNL may accept or reject any application, or cancel the process, without giving reasons
- You must not take or advise any case against BSNL during empanelment, and if a partner of a law firm is empanelled, the entire firm must not take cases against BSNL
- You must give specific consent to the terms and fee schedule, or empanelment stands cancelled
- Missing 5 hearings in a case, or 3 continuously, means debarment and a de-empanelment process

Fees and Payment Terms for Empanelled Advocates
Panel advocates are paid per case under the Ministry of Law and Justice fee schedule dated 5 February 2026 (effective 1 February 2026), as attached to the notice, along with BSNL’s own terms. There is no retainer fee merely for empanelment, and empanelment gives no right to work; cases are assigned one by one. Empanelled advocates are not BSNL employees and get no employee benefits.

BSNL’s terms print the clerkage cap as ₹800, while the attached ministry schedule shows its own clerkage figures for different courts. We have not merged them; check both annexures in the PDF. High Court, tribunal and Supreme Court rates are in the schedule too.
Bills must be sent within 1 year of the case being disposed of (extendable by 6 months with approval). BSNL may refuse bills sent after 1.5 years. Empanelment is for two years or until further orders, whichever is earlier, with quarterly performance review. It may be renewed for one more year on satisfactory performance.
