For the three engineering posts, “related field” means Civil, Environment, Chemical, Electrical, Mechanical, ECE, Biomedical Engineering, Water Resources, Remote Sensing, GIS or Hydrology. An engineering graduate qualifies on the degree side, except for Senior Environmental Engineer, which needs a Master’s.
What does “analogous post” mean? It is a post in your own department at the same level and of a similar nature, held on a regular basis. If you do not hold one, every post except AEE has a feeder-grade route, but count your service carefully, because only service on a regular basis in the stated pay level counts. For Senior Environmental Engineer and Environmental Engineer, the pollution-control experience is also counted only after you got the qualifying degree, so years worked before that degree do not help.
