Two points matter here. First, only OBC (Delhi) candidates get OBC relaxation; OBC (Outside) candidates are treated as Unreserved and must apply under UR. Second, there is no age relaxation for government employees for these posts. Your date of birth is taken only from your 10th certificate, and no later request to change it will be accepted.
