GSSC Group C Recruitment 2026: Goa LDC Clerk, DEO and DTP Operator Vacancies Explained
The Goa Staff Selection Commission (GSSC) has released Advertisement No. 3 of Year 2026, and it is a large one — 222 posts across four cadres, spread over thirty-nine state departments and directorates. If you have been waiting for government jobs in Goa and you have finished Higher Secondary, this one deserves your full attention. The four cadres are Lower Division Clerk / Recovery Clerk, Junior Assistant, Data Entry Operator and Desktop Publishing Operator, all Group C, at Pay Level 2 and Pay Level 5.
Applications are taken online only, and the last date is 2 October 2026. That same date is the cut-off for your qualification, age and experience, so anything you finish after it simply will not count. Before you get excited, read the Goa-specific conditions carefully: a valid 15-year Goa residence certificate, registration with the Employment Exchange, Goa, and knowledge of Konkani are all essential for every post here. We at GovtJobsAlert.in have broken the whole notification down below, so read it end to end before you pay any fee.
What are the Key Highlights of GSSC Group C Recruitment 2026 in Goa?

How Many Vacancies are in GSSC Group C Recruitment 2026 Goa?
The Commission prints no grand total anywhere. These four cadre totals appear exactly as shown below, and together they come to 222. The reservation split differs by cadre, so read your own row, not the overall figure.
| Cadre | Category-wise Vacancies | Total |
|---|---|---|
| Lower Division Clerk / Recovery Clerk | UR 111 / ST 26 / SC 4 / OBC 47 / EWS 16 | 204 |
| Junior Assistant | UR 7 / ST 2 / SC 0 / OBC 4 / EWS 0 | 13 |
| Desktop Publishing Operator | UR 3 / ST 0 / SC 0 / OBC 0 / EWS 0 | 3 |
| Data Entry Operator | UR 2 / ST 0 / SC 0 / OBC 0 / EWS 0 | 2 |
| All four cadres together | UR 123 / ST 28 / SC 4 / OBC 51 / EWS 16 | 222 |
Look at that table before you pay. All four SC seats in the entire advertisement sit in the Lower Division Clerk cadre; the other three cadres have none. They carry no EWS seat either.
Adding up the department-wise notes gives 25 PwBD, 18 Ex-Servicemen and 1 Meritorious Sportsperson reservation, all horizontal and counted inside the 222 above. The Commission publishes no consolidated horizontal total, so treat those three as our sum of its department notes.

What is the Eligibility for Goa GSSC Group C Recruitment 2026?
Educational Qualification
| Cadre | Essential Requirement |
|---|---|
| Clerk, Data Entry Operator and Junior Assistant — study | Higher Secondary School Certificate from a recognised board, or an AICTE-approved Diploma awarded by a recognised State Board of Technical Education, or an equivalent qualification from a recognised institution |
| Clerk, Data Entry Operator and Junior Assistant — computer | A minimum six-month Diploma or Course Certificate in Computer from an Information Technology Knowledge Centre or computer institute recognised by the Info Tech Corporation of Goa, or from an institute recognised by the Government of India, or a six-month course approved by the Human Resource Development Foundation under the Directorate of Skill Development and Entrepreneurship |
| Clerk, Data Entry Operator and Junior Assistant — typing | Minimum typing speed of 30 words per minute in English |
| Desktop Publishing Operator | Higher Secondary School Certificate in any stream, plus NCVT training as Desktop Publishing Operator or an apprenticeship completion certificate in that trade, practical knowledge of a layout programme, a word-processing programme and Corel Draw, working knowledge of Devnagri software, and typing speed of 40 words per minute |
| Desktop Publishing Operator — desirable | Experience of operation of control over essential commodities and knowledge of Marathi. Desirable only — not essential, and not a bar to applying |
| Computer certificate exemption | A Degree or Diploma in Computers, Computer Science, Computer Applications, Information Technology, Electronics, Electronics and Telecommunication, or Electrical and Electronics from a recognised university or State Board of Technical Education, held together with a COPA trade certificate from a recognised ITI, exempts you from producing the separate computer course certificate for the three Level-2 cadres |
If you are a 12th pass candidate looking for government jobs, the three Level-2 cadres are your realistic target, and equivalent qualifications from a recognised institution are accepted. Do read that last row too — it is the exemption most readers miss.
Experience
| Who | Experience Needed |
|---|---|
| Clerk, Data Entry Operator and Junior Assistant | At least one year of working experience — as an apprentice under the Apprentices Act 1961, or in a government or semi-government office, factory, company, hospital, recognised educational institute, registered co-operative credit society or multi-state co-operative credit society, registered commercial bank or co-operative bank, the office of an advocate, chartered accountant, architect, cost accountant, company secretary or engineer, or any private establishment employing not less than five persons |
| Apprenticeship route | The one year must be at least 11 months, that is 335 days |
| Advocate, CA, architect, cost accountant, company secretary or engineer’s office | An Account Statement from a bank or banking institute showing the monthly salary credited by that employer is mandatory |
| Private establishment with five or more employees | A certified copy of the establishment’s Registration Certificate issued by the Labour Inspector and a certified copy of the employer’s Statement in Form I are both mandatory |
| Desktop Publishing Operator | 3 years in the field of printing and publishing |
| PwBD candidates | Exempted from the essential experience by the Department of Personnel order dated 8 September 2026 |
Knowledge of Konkani: the Condition That Decides Who Can Apply
Knowledge of Konkani is an essential qualification for all four cadres, and it is no formality. CBT-I carries a 10-mark Test of Konkani Language in the first ten questions, and you must score at least 4 of those 10 marks to be taken up for further evaluation and the merit list. Fall short there and the rest of your paper does not matter. Marathi is desirable, not compulsory. Put that beside the 15-year Goa residence certificate and Employment Exchange, Goa registration, and the honest position is this: these posts are effectively open only to candidates settled in Goa.
Age Limit
| Category | Age Limit or Relaxation |
|---|---|
| All candidates | Upper age limit not exceeding 45 years |
| Government servants and others | Relaxable up to 5 years as per government orders |
| SC and ST | Relaxation of 5 years |
| OBC | Relaxation of 3 years |
| PwD | Relaxation of 10 years |
| PwD belonging to SC or ST | Relaxation of 15 years |
| PwD belonging to OBC | Relaxation of 13 years |
| Ex-Servicemen | Relaxation as per the orders and rules in force |
| Ceiling after any relaxation, every category | 56 years |
| Cost of taking a relaxation | A reserved-category candidate who has availed age relaxation, or any concession other than the fee concession, cannot be adjusted against the Unreserved category on merit |
🎂 Not sure if you meet the age criteria? Use our free Age Calculator for Government Exams to find your exact age on the cut-off date and instantly check your eligibility — including SC / ST / OBC / PwD age relaxation. →
The notification states an upper limit only. It fixes no minimum age, so please do not assume one from other exams. Your age is judged as on 2 October 2026, the last date of application.
What is the Salary for GSSC Group C Posts 2026 in Goa? Pay Level 2 and 5
| Cadre | Pay Level |
|---|---|
| Desktop Publishing Operator | Level 5 |
| Lower Division Clerk / Recovery Clerk | Level 2 |
| Data Entry Operator | Level 2 |
| Junior Assistant | Level 2 |
The advertisement gives the pay level and nothing more — no basic pay, no grade pay, no allowance figures. We will not put a number in your head that the Commission never published, so read the pay matrix under the CCS (Revised Pay) Rules, 2016 for your level.
What the levels do tell you is the gap. Desktop Publishing Operator sits at Level 5, three levels above the rest, which is why it asks for NCVT training and three years in printing and publishing. If you qualify for both, that extra paperwork is worth doing.
What is the Selection Process for GSSC Group C Recruitment 2026?
| Stage | What Happens |
|---|---|
| CBT-I | Common for all four cadres. 60 marks, 75 minutes. Screening and shortlisting only — it does not decide merit |
| CBT-II | 80 marks, 100 minutes. Merit is decided here, and only here |
| Typing or skill test | Qualifying only. 40 words per minute in English for Desktop Publishing Operator, 30 for the other three. Clearing it is mandatory |
| Option and counselling | For the three Level-2 cadres, post and department choice is exercised after the final result, possibly through a counselling session |
| Section | CBT-I | CBT-II |
|---|---|---|
| English and Comprehension | 20 marks | 30 marks |
| Numerical Ability | 10 marks | 10 marks |
| Reasoning | 20 marks | 20 marks |
| Konkani Language | 10 marks | Not included |
| Basic Computer Proficiency | Not included | 20 marks |
| Marks and duration | 60 marks in 75 minutes | 80 marks in 100 minutes |
Clause 3.1 states plainly that negative marking will not be applicable in the CBT, so answer everything. Minimum passing marks are 45% for Unreserved, 40% for OBC and 35% for SC, ST and PwD candidates. PwD candidates get 25 minutes of extra time in the 60-mark paper and 35 minutes in the 80-mark paper.
After CBT-I the Commission shortlists ten times the vacancies per category for Desktop Publishing Operator and five times for the other three cadres. After CBT-II, those who pass — or twice the vacancies per category, whichever is lower — go to the typing test. On a tie, the candidate born earlier ranks higher. Our syllabus and exam pattern guides will help you start preparing.
What Conditions Can Disqualify You in GSSC Group C Recruitment 2026?
| Condition | What it means for you |
|---|---|
| Konkani minimum | Score below 4 out of 10 in the Konkani test and you are not taken up for the merit list at all |
| One fee per cadre | Apply for each post separately in your own category; the fee is charged per candidate per post |
| Two CBT-I batches | If you appear in more than one batch of CBT-I, only your first attempt’s score stays valid |
| OBC certificate | Without a valid Goa OBC certificate, and for the creamy layer, you must apply under UR |
| Department allotment | Placement is decided by the Commission, whose decision is final, and it shall not entertain any request for a change of department |
| Option once given | Your post and department option is final — no change is made later, even for non-fulfilment of a post-specific requirement |
| Applying while ineligible | Those who do not meet the Recruitment Rules should not apply; the Commission takes a serious view against candidates who do |
| Skill test | The typing or skill test shall not determine merit, but clearing it is mandatory |
| Waitlist | If a recommended candidate is found ineligible, refuses the offer, fails to join, resigns after joining or dies, the next waitlisted candidate of that category is taken; the Commission shall not alter the category already recommended |
