Knowledge of Konkani: the Condition That Decides Who Can Apply

Knowledge of Konkani is an essential qualification for all four cadres, and it is no formality. CBT-I carries a 10-mark Test of Konkani Language in the first ten questions, and you must score at least 4 of those 10 marks to be taken up for further evaluation and the merit list. Fall short there and the rest of your paper does not matter. Marathi is desirable, not compulsory. Put that beside the 15-year Goa residence certificate and Employment Exchange, Goa registration, and the honest position is this: these posts are effectively open only to candidates settled in Goa.

The advertisement gives the pay level and nothing more — no basic pay, no grade pay, no allowance figures. We will not put a number in your head that the Commission never published, so read the pay matrix under the CCS (Revised Pay) Rules, 2016 for your level.

What the levels do tell you is the gap. Desktop Publishing Operator sits at Level 5, three levels above the rest, which is why it asks for NCVT training and three years in printing and publishing. If you qualify for both, that extra paperwork is worth doing.

Clause 3.1 states plainly that negative marking will not be applicable in the CBT, so answer everything. Minimum passing marks are 45% for Unreserved, 40% for OBC and 35% for SC, ST and PwD candidates. PwD candidates get 25 minutes of extra time in the 60-mark paper and 35 minutes in the 80-mark paper.

After CBT-I the Commission shortlists ten times the vacancies per category for Desktop Publishing Operator and five times for the other three cadres. After CBT-II, those who pass — or twice the vacancies per category, whichever is lower — go to the typing test. On a tie, the candidate born earlier ranks higher.
