A veterinary graduate cannot take that seat. Everywhere else, your Master’s subject must match the one in the vacancy table. A post graduate in veterinary science with a Ph.D. gets preference, but a Ph.D. is not compulsory.
Domicile matters. Candidates from states other than Haryana are treated as General category candidates, so a reserved-category seat needs a Haryana Residence Certificate and your category certificate. You must hold the prescribed qualifications on the last date, or your form will be rejected.
