RRC SER (South Eastern Railway) Scouts & Guides Quota Vacancy 2026: 10 Level-1 and Level-2 Posts
Railway Recruitment Cell, South Eastern Railway has opened its Scouts & Guides Quota recruitment for 2026-27, with 10 posts on offer — 02 in Level-2 (Group ‘C’) and 08 in Level-1. This is one of the very few railway jobs where your scouting record counts for as much as your exam performance: 40 of the 100 marks come from your Scouts & Guides certificates alone. If you hold a President Scout, Guide, Rover or Ranger award or a Himalayan Wood Badge, this is a rare door that opens for you and almost nobody else.
The online window opens on 7 September 2026 and closes on 6 October 2026. Before the low academic bar gets you excited, read the scouting requirement carefully — it is mandatory on top of your 10th or 12th certificate, and that is where most hopeful applicants are ruled out. This guide on GovtJobsAlert.in walks you through the vacancy split, the exact scouting qualification, the age rules reckoned as on 1 January 2027, the fee and its refund catch, and the written test pattern — so you know before you pay whether you are truly eligible.

There is no community-wise reservation in this recruitment. Para 4.0(ii) says the posts are open to candidates of all communities and that no reservation has been earmarked. But do not stop reading there, because the second half matters just as much: candidates from SC, ST, OBC, Ex-Servicemen and PwBD categories are given age relaxation as admissible in general open market recruitment, and if you are selected after availing that relaxation, you will be taken against a reserved roster point.
You must apply separately for Level-1 and Level-2 — one application does not cover both. But registering more than one application for the same level is listed among the invalid applications, so file exactly one form per level.
What is the Eligibility for RRC SER Scouts & Guides Recruitment 2026?
Educational Qualification for Level-1 and Level-2 Posts
Category
Essential Educational Qualification
Level-2 (Group ‘C’)
12th (+2 stage) or equivalent with not less than 50% marks in the aggregate from a Government recognised Board, Council or Institution — 50% is not insisted upon for SC, ST, ESM and PwBD candidates, or for candidates holding a higher qualification from a UGC recognised University. OR 10th pass from a Government recognised Board plus National Apprenticeship Certificate (NAC) or ITI approved by NCVT
Level-1 (Erstwhile Group ‘D’)
10th pass or ITI or equivalent or National Apprenticeship Certificate (NAC) granted by NCVT
A Diploma in Engineering shall NOT be treated as an alternative qualification under the Level-2 route that runs through 10th pass plus NAC or ITI. This is a bar, not a preference. If your technical paper is a polytechnic diploma and you hold neither 12th with 50% marks nor an NCVT-approved NAC or ITI certificate, Level-2 is closed to you. Level-1 is open whether you come from a 10th pass background or hold an ITI or NAC certificate.
Scouting and Guiding Qualification — Mandatory for Both Levels
Requirement
What You Must Hold
Award
A President Scout, Guide, Rover or Ranger award, or a Himalayan Wood Badge (HWB) in any section
Active membership
Active member of the Scouts Organization for the last 5 years, proved by a Certificate of Activeness in the Annexure-A format
Events
Two events at National level or All India Railways level, and two events at State level
Annexure-A format
The Certificate of Activeness must show that your Group is duly registered with the State or District Association and must carry three signatures — the Group Leader, the District Organisation Commissioner and the District Commissioner (Scout/Guide) — each with name, date and rubber stamp
This is not a bonus qualification that improves your chances — it is a second essential qualification sitting on top of the academic one. The notification says on its first page that candidates not possessing the prescribed Scouts & Guides qualification are not eligible to apply, and an application from a candidate who does not hold these certificates at the time of submission is invalid. Read that before you spend a rupee.

Staff of Quasi-Administrative offices
5 years or the service rendered there, whichever is less

Any one of: birth certificate issued by the Registrar of Births, 10th class certificate, 10th class admit card, or a mark sheet showing date of birth issued by a Government recognised Board. Upload a self-attested scanned copy with the form and produce the original at document verification
Ex-Servicemen already in civil Government service
An Ex-serviceman who has already joined Government service on the civil side after availing other Ex-servicemen benefits for further employment cannot claim Ex-servicemen status for this recruitment — he is deemed a civil employee and is entitled only to such benefits, such as relaxation of age, as are admissible to civil employees under the existing instructions, and only if he fulfils the conditions governing the grant of those benefits
🎂 Not sure if you meet the age criteria? Use our free Age Calculator for Government Exams to find your exact age on the cut-off date and instantly check your eligibility — including SC / ST / OBC / ESM / PwBD age relaxation. →
Look at the cut-off date twice. Age here is reckoned as on 1 January 2027, not on the closing date of applications — nearly three months after the form shuts. Anyone crossing 30 or 33 in late 2026 therefore counts as over-age. Your date of birth must match your Matriculation certificate exactly, and no later request to change it will be considered.

Syllabus (identical for Level-1 and Level-2)
History of Scouting/Guiding; Law and Promise; organisation at District, State and National level; Training Centres at District and State level; Knowledge of Books; Scouting for Boys / Guiding for Girls in India; Motto; left-hand shake; Salute; Prayer; Flag song; National Anthem; knowledge of the National and Scouting flags; social services on various occasions; Hiking; Proficiency Badges and how they are earned; stages in Scouting/Guiding; Thinking Day; progressive training of Scouts, Guides, Rovers and Rangers; Pioneering; Handicrafts; Indian Railway Jamborette; National Jamboree; Jamboree on the Air; National Training Centres; WAGGGS/WOSM; Upa-Rashtrapati Award Competition; Prime Minister Shield Competition; Community Development Programmes; aims and methods of Scouting; how Scouting produces better citizens
Negative marking is real here, so wild guessing across 40 objective questions can drag you under the 40% line. The essay carries 20 of the 60 marks — a full third of the paper — and most candidates ignore it until the last week. General syllabus and exam pattern pages help with the General Knowledge portion, but the core is narrow and learnable: history of scouting, Law and Promise, district and state organisation, jamborees and proficiency badges.
Marks for Scouts & Guides Certificates (40 Marks)
Certificate Head
Maximum Marks
National events or National Jamboree, including All India Railway events
Max 10 — first two certificates (the minimum eligibility) nil, one additional event 7, two or more additional events 10
State events and rallies
Max 10 — first two certificates (the minimum eligibility) nil, one additional event 7, two or more additional events 10
Specialised Scouts or Guides course at National, State or All India Railways level
Max 10 — one course already scores 7, two or more courses 10 (there is no “first two free” step under this head). Special Courses for Leaders of Adults are governed by the Bharat Scouts and Guides Scheme of Training (SOT)
Participation in District Rallies
Max 10 — one certificate nil, two certificates 7, three certificates 10
Here is the detail that decides this recruitment. Your first two National-level certificates and your first two State-level certificates earn nil marks — they are the minimum eligibility, not a score. Marks begin from the extra events: one additional event gives 7 marks and two or more give 10, under both heads. The candidate who kept turning up after qualifying is the one who wins.
What Can Get Your RRC SER Scouts & Guides Application Rejected?
Condition
What It Means for You
Missing scouting qualification
Candidates not possessing the prescribed Scouts & Guides qualification are not eligible to apply, and an application without those certificates at the time of submission is invalid
Name or date-of-birth mismatch
If your name, spelling or date of birth deviates significantly from your Matriculation certificate, your candidature is liable to be cancelled from the day the discrepancy is noticed, and no claim will be entertained
Manual or duplicate applications
Applications sent manually, and registration of more than one application by the same candidate, are liable to be rejected
Impersonation or unfair means
Using unfair means, or sending someone else in your place to appear, or any attempt to impersonate, means debarment from appearing in all RRB and RRC examinations for lifetime; you will also be debarred from getting any railway appointment, will be dismissed from service if already appointed, and are liable for legal prosecution
False information
Furnishing false information or deliberately suppressing information at any stage renders you disqualified and debarred from any government selection, and your service is liable to be terminated if already appointed
Forged certificates
Submitting forged or fake certificates leads to rejection of your candidature, and you will also be debarred from all examinations conducted by all RRBs and RRCs all over the country for 2 years or for life, with legal action if warranted
Canvassing or influence
Canvassing in any form will disqualify your candidature, and any attempt to bring in political or other influence to further your interest makes your candidature liable to be rejected
No original photo ID
Without the e-call letter, a valid original photo identity card (Voter Card, Aadhaar, e-Aadhaar, Driving Licence, PAN, Passport or employer-issued card) and 4 passport-size photographs, you will not be allowed to appear in the written test. Originals of the documents uploaded under Para 9 must also be produced at the written examination
Electronic devices
Possession or use of mobile phones and other communication or recording devices inside the test premises entails cancellation of candidature and possible debarment from future examinations
No postponement
No request for postponement of the written test or of certificate verification will be entertained under any circumstances
Incomplete form
No column should be left blank and every compulsory enclosure must be attached, failing which the application is liable to be rejected
Wrong photograph
Colour, white or light background, 35 mm x 45 mm or 320×240 pixels, JPG/JPEG scanned at 100 DPI, file size 20-50 KB, taken in a professional studio on or after the notice date. Selfies and mobile self-photographs may result in rejection. A photograph not uploaded, or one that is black-and-white, disfigured, small size, full body, only one side view of the face, unrecognisable, or wearing a cap or sunglasses, is a listed ground for rejection. The face must occupy at least 50% of the frame with forehead, eyes, nose and chin visible, the photo must match your appearance at the written test, verification and medical, and you should keep 12 copies of the same photograph
No NOC
Serving government employees must take a No Objection Certificate from the appropriate authority
Provisional candidature
Your candidature is provisional at all stages, and RRC may cancel it at any stage if you are found not eligible under the rules
Any other irregularity
The list of invalid applications is illustrative and not exhaustive — applications having any other deficiencies, discrepancies or irregularities are liable to be rejected by RRC/SER at any stage
Fee unpaid, or age / date of birth wrong
An application with the examination fee not paid, or with an insufficient fee, is liable to be rejected — and so is an application that is over age, or where the date of birth is not filled or is wrongly filled
Signature or LTI defects
The signature and Left Thumb Impression must be your own, in black ink on white paper inside a 50 mm x 20 mm box. A signature in capital or disjointed letters, a smudged or unreadable LTI, or a signature or LTI not uploaded properly is a listed ground for rejection, and a signature in a different style at the written test, verification or medical may cancel your candidature
Certificates not in the Annexure format
Category papers must be uploaded in the notification’s own formats — Annexure-I for SC/ST, Annexure-II plus the Annexure-IIA non-creamy-layer self-declaration for OBC-NCL, Annexure-III/IV/V for PwBD, Annexure-VI income certificate for EWS, Annexure-VII income certificate for EBC and the Annexure-VIII declaration for Minority candidates. An application without proper certificates in the prescribed format is liable to be rejected
Original certificate not produced
At document verification you must produce the originals of your educational and Scouts & Guides certificates. If an original is unavailable you may submit the final mark sheet with a provisional certificate and an undertaking, and may then be provisionally empanelled — but no offer of appointment is issued until the original is submitted or verified from the university, and if even the final mark sheet is not produced the candidature is rejected
Untranslated certificates
A certificate in any language other than English or Hindi must be accompanied by an attested translation into English or Hindi
RRC’s reserved rights
Non-fulfilment of any criterion in the advertisement makes the application liable for rejection, and all or any of the terms and conditions in the notification can be modified or cancelled. RRC may fix, change, postpone or cancel the test date and venue and may hold the test on various dates and locations, with no request or claim entertained; being called for or appearing in the written test confers no right or claim to appointment, and the place of posting depends on vacancies, medical fitness and the Competent Authority
Agents, coaching centres and jurisdiction
Recruitment is purely merit based. South Eastern Railway has appointed no agent or coaching centre to act on its behalf, and anyone promising selection for money should be reported to the Chairman, RRC/SER and the local police. Any legal dispute lies before the Central Administrative Tribunal, Kolkata
No appeal, and short notice
The Administration’s decision on eligibility and on acceptance or rejection of applications is final, and no enquiry or correspondence on it will be entertained. Candidates called for the written test must be prepared to attend at short notice, and the Railway Administration is not responsible if you fail to check the notices on the RRC/SER website
