Two things stand out. The Junior Technical Superintendent (CSE) and Junior Technical Assistant (CSE) seats are ST backlog vacancies only — there is no UR, OBC or SC seat in either. The table also has no EWS column, so no post carries an EWS seat in this advertisement.

Notice that experience is not an add-on here; it is part of the essential requirement for almost every post. Only two routes ask for no experience at all: Junior Technical Assistant (CSE) through the degree route, the natural entry point for a fresh graduate in that category, and Medical Officer through the M.D. / M.S. route. For Junior Superintendent, Senior Assistant and Junior Technical Superintendent (CSE), experience must come from Central or State Government, an Autonomous Body or a PSU; private-sector years will not count.

The notification gives pay levels only, not rupee amounts. Each post also carries allowances as per Institute rules, plus retirement or terminal benefits under Institute rules. The Medical Officer post additionally carries Non-Practicing Allowance (NPA). Since these are regular posts, the real gain is long-term job security, not just the starting pay.
If you already work at Level 6 or above in a government office, compare carefully before switching. Whatever the level, the notification says you may be assigned any duty within or outside the Institute, depending on the exigency of work. Choose the post where your experience certificates fit most cleanly, because shortlisting may favour candidates above the minimum.
