For Stenographer, the notification also lists proficiency in computer word processing and spreadsheet with advanced skills as a desirable qualification, not an essential one. Technical Assistant has the widest door: a diploma, a B.Sc., an M.Sc. or an engineering degree can all qualify. Three more points matter. PwD candidates who use a scribe, reader or lab assistant get compensatory time. There is no exemption from the Stenography Test for any category.
