In Delhi, for example, the single Graduate (Civil) slot is an OBC (NCL) slot, so an Unreserved civil engineer has nothing to apply for there even though the state shows 4 UR slots overall. The course must be full-time and regular. A qualification taken through part-time, correspondence, distance-education or online mode is not eligible, so check the mode printed on your certificate before you spend time on the form.
