Who Can Apply? Educational Qualification

For Level-2 Posts
You must have passed 12th (10+2) with at least 50% marks in aggregate from a recognised board. The 50% mark is not required for SC, ST, Ex-servicemen and PwBD candidates, or for those holding a higher degree. As an alternative, 10th pass plus an ITI / Act Apprenticeship approved by NCVT/SCVT is also accepted.
For Level-1 Posts
You must be 10th pass, OR hold an ITI / National Apprenticeship Certificate (NAC), OR be 10th pass with ITI/NAC. Scouts & Guides Qualification — The Most Important Condition
This is the heart of the recruitment. For both levels, you must satisfy all the scouting conditions below, supported by certificates.
- You must be a President’s Scout, Guide, Rover or Ranger, OR a Himalayan Wood Badge (HWB) holder in any section.
- You must have been an active member of a Scouts & Guides organisation for the last 5 years (a Certificate of Activeness is required).
- You must have attended two events at National or All-India Railway level AND two events at State level.
Provisional certificates are accepted as per the Railway Board’s instructions. Keep all your scouting certificates ready, as they also earn you marks in the second stage of selection.
Age Limit & Relaxation
Age is calculated as on 1 July 2026. The minimum age for every post is 18 years. The maximum age changes by level and category, as shown below (relaxation is already included in these figures).

What is the Salary and Pay Level?
Selected candidates join in regular railway pay scales with full government benefits. The notification fixes the pay level, and the monthly pay follows the standard 7th CPC Pay Matrix.
- Level-1 posts: Pay Matrix Level-1 (Grade Pay ₹1,800) — entry pay around ₹18,000 – ₹56,900 per month as per the 7th CPC Pay Matrix.
- Level-2 posts: Pay Matrix Level-2 (Grade Pay ₹1,900) — entry pay around ₹19,900 – ₹63,200 per month as per the 7th CPC Pay Matrix.
On top of the basic pay you also get Dearness Allowance, House Rent Allowance, Transport Allowance, railway pass facility and medical benefits, which makes the total in-hand salary much higher and the job very secure.
What is the Selection Process for RRC ECR Scouts & Guides 2026?
Selection is out of 100 marks in two stages, followed by a medical test. Both the written paper and your scouting certificates count.
Stage 1 — Written Test (60 Marks)
The written test has 40 objective questions plus 1 essay question (20 marks), for a duration of 60 minutes. Questions cover the Scouts & Guides organisation, its activities and General Knowledge. There is negative marking of 1/3rd for each wrong objective answer, and you must score at least 40% (24 marks) to move ahead.
Stage 2 — Marks on Certificates (40 Marks)
Your participation certificates in National, State, All-India Railway and District scouting events, and specialised courses, are awarded up to 40 marks. Final Merit & Medical
A minimum of 40% in aggregate is needed for empanelment. Selected candidates must then pass the prescribed railway medical examination for the post.
