OPSC AEE 2026 Eligibility Criteria: Qualification, Age Limit and Other Conditions

Educational Qualification

  • You must be a Graduate in Civil Engineering from any University or Institution recognised by the Government, OR
  • You must be an Associate Member of the Institution of Engineers (India) in Civil.

Other Important Conditions

  • You must be a citizen of India, able to read, write and speak Odia, and must be able to read, write and speak Odia and satisfy any one of these four routes: (a) passed the Middle School examination with Odia as a language subject; or (b) passed Matriculation or equivalent with Odia as the medium of examination in a non-language subject; or (c) passed Odia as a language subject in the final examination of Class-VII or above from a school recognised by the Government of Odisha or the Central Government; or (d) passed a test in Odia of Middle English School standard conducted by the School and Mass Education Department / Board of Secondary Education, Odisha.
  • You must be of good moral character and in good mental condition and bodily health, free from physical defects or bodily infirmity that would impair the discharge of your duties. This physical-fitness clause, except the requirement of good mental condition, does not apply to persons with disabilities.
  • Serving government servants (temporary or permanent) are eligible, but must inform their Head of Office in writing that they are applying and produce a No Objection Certificate at document verification — so obtain the NOC well in advance, and SEBC candidates need a non-creamy-layer certificate issued within the last 3 years — an OBC certificate is not accepted.
  • You are not eligible if you are currently debarred by OPSC, any other State Public Service Commission or UPSC from appearing at an examination or viva voce, for that period or number of chances; a candidate with more than one spouse living is also ineligible unless specifically exempted by the State Government.

Age Limit

You must be 21 to 42 years old as on 1 January 2026 — that is, born not earlier than 02.01.1984 and not later than 01.01.2005. Only the date of birth entered in your High School Certificate or equivalent certificate issued by the concerned Board/Council is accepted.

What is the Selection Process for OPSC AEE Civil 2026?

Stage 1: Preliminary Examination (Screening Only)

One paper of Civil Engineering with 100 objective questions carrying 100 marks in 1 hour 30 minutes. Every wrong answer costs 25% negative marking, so blind guessing hurts. The Commission fixes qualifying marks category-wise and shortlists roughly 10 times the vacancies. A provisional answer key is uploaded within 10 days of the Preliminary Examination for objections — if you do not challenge it then, you forfeit your right to raise the matter in any forum later. Remember clearly — Preliminary marks are not counted in the final merit; this paper only decides who moves ahead. Its degree-level syllabus covers Engineering Mechanics, Solid and Soil Mechanics, Structural Analysis, Concrete and Steel Structures, Fluid Mechanics, Irrigation, Transportation and Survey topics.

Stage 2: Main Examination (500 Marks)

Two objective papers carry 500 marks together. Each question carries 2 marks, and 25% negative marking again applies to wrong answers.

Candidates securing the qualifying marks are shortlisted for the interview in the ratio 1:2, subject to a minimum of 5 candidates per category.

Stage 3: Interview / Personality Test (50 Marks)

The final stage carries 50 marks, and merit is prepared out of 550 marks500 from the Main Examination plus 50 from the Interview. If two candidates tie, the one with higher Main Examination marks ranks above; if still equal, the older candidate by date of birth goes higher.

Document Verification and Medical Board

Candidates who qualify must bring the printed application form with photocopies and original certificates on the date notified later — failing which the application is rejected. Every photocopy must carry the endorsement “Submitted by me and Certified as genuine and has not been cancelled” with your full signature and date, and original certificates must not be attached to the application. Every selected candidate is then examined by a Medical Board, and failing it makes you ineligible.

How to Apply Online for OPSC AEE Recruitment 2026?

Keep these ready — HSC certificate for date of birth, +2 certificate, degree or AMIE certificate with all semester mark-lists (including fail marks). If your university awarded grades / CGPA instead of a percentage, you must also produce a conversion certificate from the university showing the equivalent percentage and the conversion formula — without it the application is liable to be rejected, Odia test pass certificate, caste or disability certificate if applicable — women candidates of SEBC / SC / ST must produce a caste certificate by birth showing “daughter of …”; a certificate obtained by virtue of marriage showing “wife of …” is not acceptable and is liable for rejection, plus scanned photograph, signature and thumb impression.

  2. Apply on the OPSC portal between 11 August 2026 and 11 September 2026 (5:00 PM); any other mode is rejected.
  3. Register on the Commission’s e-Chayan portal and note the Permanent Public Service Account Number (PPSAN) given to you.
  4. Fill the form carefully — a later correction means cancelling it and applying afresh within the last date.
  5. Upload the photograph, full signature and left-hand thumb impression clearly; a blurred upload gets forms rejected.
  6. Upload every certificate and document listed in the notification — including the Ex-Servicemen release certificate, the No Objection Certificate if you are a government servant, proof of identity (Aadhaar / EPIC / DL / Passport / PAN) and, for Third Gender / Transgender candidates, the competent-authority identity card with name-change proof. Also keep four unsigned, unattested passport photographs taken within the last 06 months, identical to the one you upload. Important: the degree, caste, Odia test pass, permanent disability and ex-serviceman release certificates must all be dated on or before the date you submit the online application — anything issued after the closing date will not be entertained.
  7. Pay the ₹700 fee online (SC, ST and PwD are exempted) and enter correct bank details.
  8. Submit, check the submitted copy, and print the registration and final application form.

You must download the Certificate of Admission yourself from the OPSC website before the exam and produce it at the centre — no separate intimation is sent. The fee is paid in online mode only, while filling the form. Now the part most candidates miss — it is refunded only to those who actually appear in the Preliminary Examination, and returns to the same payment mode you used, whether card, UPI or wallet. That is why the form asks for your bank account number, IFSC code, holder name and branch — used if that refund fails. Also note: applications without the fee, except from SC, ST and PwD candidates, are rejected outright. Note also that admission to the Main Examination is only provisional — candidature can be cancelled at any stage if a discrepancy is found — and anyone submitting forged or manipulated documents is debarred from OPSC examinations for 03 years.
