Notice that Librarian and Mali have no SC, OBC, EWS or PH seat, and Cook-cum-Attendant has no ST, OBC or PH seat. The PH seats exist only for Peon. The notice also says the number of vacancies may increase or decrease for administrative reasons, and any anticipated vacancies will be filled only if they actually arise, so no one can claim appointment against them as a right.

PH Reservation for Peon
PH reservation follows Rule 17 of the R&P Rules, 2015. Only these candidates can claim the Peon PH seats:
- Blindness or low vision, provided the disability is not more than 40%
- Hearing impairment, provided it is not 60 decibel or more after hearing aid or surgical correction
- Mild mental retardation (the notification’s own term)
Candidates with orthopedic disability shall not be considered for these posts.

The five-year relaxation is given only to bonafide SC, ST and OBC of HP and persons with benchmark disabilities of HP, and only where the post is reserved for that category. So an SC candidate of HP gets it for Peon, but not for Mali, which has no SC seat.
